Daltonganj July 31: Nilamber Pitamber University (NPU) VC Dr Prof Dinesh Kumar Singh’s brief stint as in-charge VC of Vinoba Bhave University (VBU) Hazaribag and Ranchi University has left no bitter notes for him as he in his second press conference on Thursday reiterated, “I did everything in the larger interest of the students, teachers and staff in both the universities Hazaribag and Ranchi where I was the VC in-charge for a brief period of time.”

He said, “It’s time to dispel confusions arising out from my brief and short tenure as of VC in charge in Hazaribagh and Ranchi. Many stories are floated. I think it’s good to put the record straight.”

His tone and text were not defensive of the actions that he took in both universities when he said, “The Registrar and other officers used to bring files before me explaining to me to do the needful.”

Response to Allegations of Overreach

Interrupted here by this correspondent that he is now being accused of overstepping and overcrossing the limits of the in-charge VC when he was specifically asked by the Raj Bhavan to discharge only ‘routine works’ in both the universities, to which a calm VC Dr Singh said, “I never made any inroads. I was presented with files by the officers concerned of both the universities which I was to see. I gave them suggestions for the all-around development of the universities. Nothing more than suggestions that too sought by the officers of both the universities.”

Asked if the Raj Bhavan is inconvenienced by his flurry of actions and decisions taken over the period he spent in both the universities to which the VC said, ” I didn’t do anything in any of the two universities which does not go well with the system. I asked one of these two universities to have a state-of-the-art guest house as the present one resembles an indoor ward of a hospital. I just suggested it and I strongly believe there is no harm in giving suggestions if officers are asking for it.”

Financial Integrity and Administrative Actions

On being asked that he loves to court controversy all the time and everywhere, as if controversy is his forte, to which the VC said,” I don’t. I never aim to do it. I do and discharge my duty.”

He said, “An outsource agency in one of the two universities had manipulated and manoeuvred the EPF worth lakhs of rupees of its contractual staff. Can such an outsource agency be allowed to get away? No. Any fudging with the EPF is a serious financial malfunction. I tried to stem it.”

“There is a minority college which has no UR (University Representative). It’s incumbent upon the minority college to seek UR in its own interest of transparency and objectivity. I ordered for a UR there. It was to benefit the minority college in the long run. It was misconstrued the other way,” rued the VC.

Procurement and Transfer Controversies

The second press conference of the VC was more straightforward than the first one as now he is bogged down by numerous ‘whispers and rumours’ about the procurement of the interacting digital panels.

He answered straight referring to a bill made viral over the last more than a week, saying “The bill that is so viral is yet to be officially deposited by the concerned company to the university. I don’t know about how the bill has gained so much of notoriety.”

He said there is no payment made so far for the procurement of the interacting panels. “16 were permitted, but we bought 20 with the same allotted fund to the tune of rupees 80 lakhs”, reminded the VC.

On his taste of spree of transfers of Babus, which he did in the Nilamber Pitamber University, later in Hazaribag and he was about to do the same in Ranchi, but before that, he was sent back to NPU Daltonganj, to which the VC said, “The Babus were in one table for 15 years or so. It’s time to shuffle them for a larger exposure to works. And this I did.”

“I ask mediapersons to cover the university the way they like. They are welcome. I wish facts be not any distorted or twisted. Facts be incorporated too,” he said.

55 Exams in 4 Months and Results Published

Here, a couple of mediapersons came heavily on the VC saying, “Your down the line officers are evasive of questions asked by the media persons.” He stepped in to assure there would not be any gap in the sharing of the information.

The VC took satisfaction in saying how in just 4 months, 55 university exams were conducted and results published too. The university exam team has done a wonderful job, he reiterated.
