Daltonganj, Nov 4: Palamu Deputy Commissioner (DC) Sameera S has set up a 3 member panel of inquiry into the alleged complaints about ‘rampant extraction of money, Circle Officer (CO) taking such decisions which are beyond his authority or capacity and are illegal, not delivering works within the specified frame work of time as envisaged by the government with the intention of gains, implicating Ashutosh Tiwary in criminal case just as to suppress, oppress and terrify others from raising voice of protest against the Circle Officer (CO) Amardeep Walhotra etc’.
The plethora of complaints has been given in writing by the former minister K N Tripathy, who had met the DC this Saturday along with a group of people whom he described as the victims of the malpractices going on in the office of the Sadar Anchal here in Daltonganj.
Focus of complaint extends to law and order
It’s a one-page complaint where more than 90 per cent of the text revolves around the highly deteriorating law and order situation vis a vis rising crime graph, with murders taking place at a rapid speed and the Palamu SP looking the other way around.

It’s in the last para of the complaint that the misdoings or malpractices so rampant in the offices of the Sadar Anchal have been pointed out, urging the DC to get it inquired by any senior IAS officer.

And so came in this panel of inquiry, which includes Additional Collector Kundan Kumar and one IAS on probation, headed by the Deputy Development Commissioner (DDC) Md Jawed Hussain.
The panel of inquiry is to give its report at the earliest. The complainant side takes it as its first score against the Sadar Anchal officer, while the fact of the matter is that the administration has all the rights to come clean in such a situation.
Fears run high that such a campaign may enlarge so as to bring in the firing line other officers too just to create a public perception of mass stir against corruption.
The Sadar Anchal officer Amardeep Walhotra faces allegations of taking some such decisions which are beyond his authority or official capacity with the sole intent of gaining fiscal benefit and again lingering issues which ought to have been dealt with within the stipulated period of time as prescribed by the government but for fiscal gains such issues are being dragged on and on.
Allegations remain broad and unspecific
However, here there is no mention of any specific case where the Sadar Anchal officer has overstepped his limits or passed orders which have no legal sanctity or any reverse of the provisions of law.
The text of the complaint, as submitted by Tripathy, has one specific name of Asutosh Tiwary, who has already been forwarded to judicial custody without a ‘preliminary investigation’ as laid down in the BNS just to stifle any voice of protest against the Sadar Anchal officer Walhotra.

Tripathy warns of stir; CO refrains from comment
Speaking to the Jharkhand Story Network, former minister K N Tripathy said, “Every day, a good many people come to me and tell their problems as to how corruption in the office of the Sadar Anchal has devastated them. I am a mass leader. I am to hear them and I believe I must be proactive for them.”
“It’s our government. And see how bad things are happening. It’s high time to contain and curb it. If the administration shows any lackadaisical attitude, then I declare there will be a mass stir,” reiterated Tripathy.
Sadar Anchal officer Walhotra politely but firmly declined to comment on this, saying there are already police and judicial interventions, and hence there can’t be any reaction to this issue from his side.
The Jharkhand Story Network has researched the text of the complaint and found the panel of inquiry may not have more space to fix anyone since barring one specific name Ashutosh Tiwary, the bulk of the allegations in reference to the Sadar Anchal is unspecific, general stock in trade type of allegations where there is no mention of any quantum of illicit money or illegal gratification alluded to exchanging hands or tables and big of all no any name of such a person or personnel allegedly collecting money for the Sadar Anchal officer or on his behalf.
It’s ‘paison ki ugahi’ (collection of money) in the office but conspicuously silent about the hands or faces of it or behind it. The allegation of ‘paison ki ugahi’ is indicative of the system’s rotting and collapsing in the Sadar Anchal office here in Daltonganj.

Again issues like delay in mutation, raising trifle or unsubstantiated points for rejection of mutation just for fiscal benefits, ill keep of record of register 2, delay in conduct of land demarcation and delay in issuance of land possession certificate etc are some of the most heard of the complaints abounding in any Anchal offices across the state but here in the text of the complaint there is no mention of any of these which makes the text of the complaint run of the mill type.
Sources said the panel of inquiry may find the task as looking for a needle in a haystack; nevertheless, all eyes are on the panel of inquiry and its findings to come.
