Ranchi, Nov 29: The Jharkhand BJP on Saturday launched a blistering attack on the Hemant Soren-led government as it completed one year of its second term, releasing a detailed ‘Aarop Patra’ (chargesheet) that accuses the regime of “six years of misgovernance, corruption and betrayal.”

The chargesheet was issued at the party’s state headquarters by BJP state president and Leader of Opposition Babulal Marandi, along with MP Aditya Sahu, organisation general secretary Karmveer Singh, chief whip Naveen Jaiswal, state media in-charge Shivpujan Pathak, media co-in-charge Yogendra Pratap Singh and chargesheet committee member Ravinath Kishore.

The committee was earlier constituted by Marandi and includes former ministers and legislators, such as Bhanu Pratap Shahi, Amar Kumar Bauri and former MP Geeta Koda.

‘Six Years of Betrayal’: Marandi Targets Government

Calling the six-year tenure of the Soren-led coalition “a period of decline,” Marandi said the INDIA bloc had failed to act on a single one of the seven guarantees it promised during the last Assembly elections.

“This is not Abua Sarkar; this is a government of fraudsters. Every section — youth, women, farmers, tribals, backward classes, Dalits, senior citizens, persons with disabilities and schoolchildren — has been deceived,” he alleged.

He said law and order had collapsed, accusing the police of acting “against the people rather than protecting them.”

Allegations on 1932 Khatiyan, Women’s Schemes and Social Justice

Marandi said the promise of implementing the 1932 Khatiyan-based policy was the “biggest betrayal,” alleging that the government had misled the public for six years.

He also accused the administration of promoting superstition by allowing “changaai sabhas” despite legal restrictions on witchcraft practices, and demanded an immediate ban on such gatherings.

He claimed lakhs of women under the Maiyyan Samman Yojna were left out of the beneficiary list, with many rural women struggling due to portal-related issues. He further alleged that “benefits were being diverted to Rohingya and Bangladeshi infiltrators.”

On the social justice front, he said that Panchayat elections were conducted without OBC reservation and that the government had also failed SC/ST communities on reservation-related commitments.

Food Security, Employment and Healthcare ‘Failures’

Targeting the government over the food security scheme, Marandi alleged widespread irregularities in grain distribution, including a “huge scam” reported in Patna under the Chief Minister’s constituency.

He said the government had reneged on the promise of ₹450 LPG cylinders.

On employment, Marandi said the pledge of 10 lakh jobs and ₹15 lakh health insurance proved “entirely false.”

“While the government celebrates distributing 8,791 appointment letters, more than 30,000 employees have retired in six years and over two lakh posts have been abolished,” he remarked.

He recalled the 2019 excise constable recruitment run held in extreme heat, where 19 candidates died, and accused the government of threatening unemployed youth instead of providing jobs.

He also questioned why the government was avoiding a CBI probe into alleged exam-related corruption if it had “nothing to hide.”

Education, Industrial Promises and Farmers’ Issues

Marandi said the government had failed to establish degree colleges at the block level or new medical or engineering universities as promised.

He added that no district had received a 500-acre industrial park, despite it being part of the coalition’s guarantee.

On farmers’ issues, he accused the government of misleading cultivators by promising ₹3,200 MSP for paddy.

He said the state had fixed MSP at ₹2,400, including a bonus, but even then could not meet procurement targets, with dues still pending in several districts.

Series of Scams and Tribal Discontent

The chargesheet alleges more than 15 scams in areas such as liquor, JSSC and CGL examinations, DMFT funds, manpower supply, home department procurements, sports kits, construction works, tender processes, degree certificates, birth certificates, disaster relief and health department allocations.

Marandi said tribal communities were “the worst affected,” claiming increasing atrocities and exploitation from Dumka to Chaibasa.

He alleged that the state’s “demographic profile” was being altered due to “Bangladeshi and Rohingya infiltration,” alleging that the government was “shielding” them.

Attack on Govt’s Stand on SIR and Administration

Referring to the Special Intensive Revision (SIR) process, Marandi said ruling party legislators created an unprecedented scene by entering the well of the Assembly in protest.

He criticised ministers for allegedly threatening BLOs and questioned why the government was “afraid” of the voter verification process.

“They must act against infiltrators and support the Election Commission in identifying illegal voters,” he said.

The BJP said the chargesheet reflects the widespread dissatisfaction across Jharkhand and vowed to take the campaign to the people in the coming months.
