New Delhi, Dec 1: The winter session of Parliament opened to loud disruptions on Monday, forcing the Lok Sabha to adjourn repeatedly before being suspended for the day.
Despite several attempts to restore order, prolonged sloganeering by Opposition MPs overshadowed proceedings, leaving barely 50 minutes for legislative business between 11 AM and 2 PM. The House will reconvene on Tuesday, December 2, at 11 AM.
During the brief periods of functioning, Union Finance Minister Nirmala Sitharaman introduced three key legislations—the Manipur Goods and Services Tax (Second Amendment) Bill, 2025, the Health Security se National Security Cess Bill, 2025, and the Central Excise (Amendment) Bill, 2025. The latter two were introduced through a voice vote.

Explaining the Manipur GST amendment, Sitharaman said the Centre had already revised sections 121 to 134 of the CGST Act through the Finance Act, 2025. The changes came into force in October 2025 after most states updated their GST laws. Manipur, however, could not implement the changes because its Assembly remained suspended.
Throughout the disruptions, MP Krishna Prasant Tenneti, officiating from the Speaker’s chair, repeatedly appealed to Opposition MPs to return to their seats so their concerns could be heard. “Kindly sit down and allow the proceedings to continue. I cannot hear anything when 20-40 members speak at once,” she said. His requests went unheeded.

As slogans such as “vote chor, gaddi chhod” reverberated across the House—and demands mounted for a discussion on the Special Intensive Revision (SIR) of electoral rolls—Tenneti announced the final adjournment. “Do you want to be heard or not? If you don’t want to be heard, the House is adjourned till Tuesday, December 2 at 11 AM,” she declared.
The disruptions persisted for the entire day, marking a stormy start to the winter session.
