Ranchi, Dec 8: The Jharkhand government has increased the cess on mineral-bearing land. The proposal was approved during the Cabinet meeting held on Monday.
As per the revised rates, coal dispatch will now attract a cess of ₹450 per metric tonne, iron ore dispatch ₹600 per metric tonne, and bauxite dispatch ₹180 per metric tonne.
For aluminium ore, 2% of the London Metal Exchange (Aluminium) price will be levied on the aluminium metal contained in the ore.
For all other minerals, once mining begins in the state, the cess rate will match the royalty rates prescribed in the Second Schedule of the Mines and Minerals (Regulation and Development) Act, 1957.

Revised Cess Rates
- Limestone dispatch: ₹100 per metric tonne
- Gold: 2.2% of the London Bullion Market Association price, based on gold metal content in the ore
- By-product gold: 1.65% of LBMA price
- Copper: 4.5% of the London Metal Exchange price, based on copper content
- Lead: 8.5% of LME price, based on lead content
- Kyanite dispatch: ₹250 per metric tonne
- UCIL: 1% of annual compensation amount received by UCIL
Cess Rates for Graphite Dispatch:
- ₹30 per metric tonne (fixed carbon below 20%)
- ₹80 per metric tonne (fixed carbon 20%–40%)
- ₹170 per metric tonne (fixed carbon 40%–80%)
- ₹250 per metric tonne (fixed carbon above 80%)

Other Cabinet Decisions
- Approval granted for declaring public and other holidays for government offices, undertakings and banks in 2026.
- Post-facto approval for revising the appointment dates and re-determining seniority of Vandana Bharti and Sushma Baraik for the post of Deputy Collector.
- Reconstitution of the State Committee on Dam Safety under the Dam Safety Act, 2021, notified by the Central government.
- Approval for transferring the Ghatbankha–Dewdand (Dama) via Sandmara, Belbathan, Rajdaha and Jamkundar road in Godda district from the Rural Works Department to the Road Construction Department for widening and strengthening at a cost of ₹127.54 crore.
- Approval for ₹61.57 crore for widening and strengthening the Digdhi Mor–Malin Risod Mor road in Sahibganj district.
- Approval of ₹64.06 crore for construction of a high-level bridge over the North Koel river on the Daltonganj–Chainpur road (Chainpur block).
- Approval of ₹140.51 crore for widening and strengthening the Bankutoli–Kurakura–Bano road (33.568 km) in Gumla district, including land acquisition, utility shifting and bridge works.
- Approval for an MoU between the Jharkhand government and the Bombay Natural History Society for the operation of the Vulture Conservation and Breeding Centre, Muta.
- Regularisation of Neera Kumari’s services with eligibility for financial benefits.
- Approval of ACP/MACP financial benefits for the late Ram Bahadur Mochi, former peon.
- Approval to table the Comptroller and Auditor General of India’s Performance Audit Report (No. 4, 2025) on management of minor minerals for the year ending March 31, 2022, in the next session of the Jharkhand Assembly.
- Approval for accepting the contributions of Dr Pushpalata.
- Dr Prabhu Sahay Linda, Medical Officer at Sadar Hospital, Godda, has been relieved from service.
- Dr Anjana Gandhi, Assistant Professor, Surgery Department, SB Medical College, Hazaribag, has been dismissed from service.
- Approval for granting the 5th, 6th and 7th revised pay commissions to teachers and non-teaching staff of affiliated Sanskrit colleges offering Up-Shastri (Intermediate) and Shastri (Graduate) courses.
- Approval for counting daily-wage service period for calculation of retirement benefits.
- Revised administrative approval of ₹470.12 crore for construction of a four-lane flyover/elevated ROB from Sirmtoli Chowk–Rajendra Chowk–Mecon Roundabout (2.34 km) in Ranchi, including land acquisition, utility shifting, resettlement and rehabilitation.
- Approval for payment of ₹16.91 crore for leasing 41.965 acres of Gair Majrua Khas and Gair Majrua Aam land at various locations in Barkagaon, Hazaribag district, to NTPC Ltd for 30 years for the Badam Coal Mining Project.
- Amendments approved to the Articles of Association (Rules, Regulations & Byelaws) of the Jharkhand Ecotourism Authority (JETA).
- Approval for paying ₹12.86 crore for leasing 52.57 acres of forest land (Jungle-Jhari) in Mauza–Rudi, Barkagaon, Hazaribag district, to NTPC Ltd for the Badam Coal Mining Project for 30 years.
