New Delhi/Ranchi, Dec 28: Jharkhand Chief Secretary Avinash Kumar shared key insights on state and national development during the three-day 5th National Conference of Chief Secretaries, which concluded in New Delhi on Sunday. The conference, held from December 26 to 28, focused on strengthening governance and building human capital to achieve the vision of a Developed India.
The conference was organised on the theme “Human Capital for a Developed India”, with the objective of transforming India’s population into a skilled, productive, and future-ready workforce. Avinash Kumar participated in deliberations alongside senior administrators from across the country.
A major outcome of the conference was the strengthening of Centre–State cooperation under the spirit of ‘Team India’, with renewed emphasis on structured collaboration and open dialogue to accelerate national development.
Discussions during the conference centred on early childhood education, school education, skill development, higher education, sports, and extracurricular activities. Participants stressed the need to develop the population as empowered human capital, rather than merely a demographic dividend.
The conference also witnessed in-depth deliberations on governance reforms, administrative efficiency, and the effective implementation of public policies, aimed at ensuring inclusive, sustainable, and people-centric growth.
From Jharkhand, Avinash Kumar was joined by Kripanand Jha, Secretary, Scheduled Tribes, Scheduled Castes and Backward Classes Welfare Department; Mukesh Kumar, Secretary, Planning and Development Department; Rajiv Ranjan, Special Secretary; and other senior officials.
The conference was attended by Chief Secretaries of all states and Union Territories, senior central government officials, and policy experts. It was seen as a significant step towards building a more coordinated, efficient, and results-oriented administrative system in the country.
