NHRC takes cognisance of Jamshedpur’s Himanshu Singh murder case, registers complaint

Jamshedpur, July 13: The National Human Rights Commission (NHRC) has taken cognisance of the murder of Himanshu Singh, who was allegedly assaulted outside DD Bar, a pub in Bistupur, Jamshedpur, in the presence of police personnel. The Commission has formally registered the complaint and issued Diary No. 15568/IN/2026 for further examination.

The complaint was filed by Manoj Mishra, chief of the Jharkhand Human Rights Conference (JHRC), seeking an independent, high-level investigation into the incident. The petition also demands stringent action against the accused assailants and police personnel allegedly responsible for negligence, along with Rs 1 crore as compensation for the victim’s family.

Assault outside Bistupur pub sparked outrage

The case relates to the sensational Himanshu Singh murder that rocked Jamshedpur last month. According to the complaint, Himanshu Singh and another youth, Pratyush, were allegedly dragged out of a police vehicle by a group of attackers outside the pub in Bistupur and brutally assaulted, allegedly in the presence of police personnel.

Himanshu succumbed to his injuries after battling for life for two days at Tata Main Hospital. Pratyush, who sustained grievous injuries in the attack, is currently undergoing treatment in Kolkata.

The incident triggered widespread public outrage and raised serious questions over police accountability and public safety.

Complaint cites violation of Article 21

According to the complaint submitted before the NHRC, the alleged failure of police to protect individuals who were under their custody or in their presence amounts to a grave violation of Article 21 of the Constitution, which guarantees the right to life and personal liberty.

Mishra has urged the Commission to order an impartial inquiry into the incident and fix responsibility not only on the attackers but also on police officials accused of dereliction of duty.

The petition also seeks Rs 1 crore in compensation for Himanshu Singh’s family, a government job for one eligible family member, and proper medical treatment and security for the injured survivor, Pratyush.

NHRC registration marks significant development

The NHRC’s decision to register the complaint and assign a diary number is being seen as a significant development in the high-profile case.

“If the inquiry establishes negligence or collusion on the part of police personnel, those responsible must be held legally accountable,” human rights activist Manoj Mishra said.

The Himanshu Singh murder case had triggered large-scale protests in Jamshedpur and intensified demands for action against both the assailants and police personnel.

With the NHRC now taking cognisance of the matter, attention has shifted to the Commission’s next course of action. If it seeks a detailed report from the Jharkhand government and the state police, the case is expected to further intensify the debate over police accountability, custodial safety and the rule of law in the state.
