Ranchi, July 28: Jharkhand took a significant step towards modernising its transport ecosystem on Tuesday with the signing of a Memorandum of Understanding (MoU) between the state Transport Department and Tata Motors Limited for the establishment of the Institute of Driving Training and Research (IDTR) in Jamshedpur.
Chief Minister Hemant Soren, who attended the signing ceremony at the Jharkhand Mantralaya, described the initiative as a milestone for the state’s transport sector, saying the institute would strengthen road safety, promote skill development and generate employment opportunities for the youth.
Modern Driving Institute to Boost Skills, Jobs
Addressing the gathering, Soren said the IDTR would provide world-class driving training using modern technology and help create a pool of professionally trained drivers. He said the institute would improve employability among youth while contributing to safer roads and a more efficient transport system.
The Chief Minister said the collaboration with Tata Motors would establish a centre of excellence in driving education and research, enabling young people to access better employment opportunities in India and abroad.
CM Reviews Driving Licence Services
During the programme, Soren interacted with beneficiaries from different districts through video conferencing to review the process of obtaining learner’s and driving licences.
He sought feedback on application timelines, vehicle categories and challenges faced by applicants, stressing that citizens should not face unnecessary delays or inconvenience.
The Chief Minister directed Deputy Commissioners to review pending driving licence applications and ensure their speedy and transparent disposal. He also heard grievances from beneficiaries in Palamu, Seraikela-Kharsawan and Dhanbad and instructed officials to resolve them promptly.
Focus on Women’s Empowerment
Highlighting the government’s commitment to gender equality, Soren said women should have equal opportunities in the transport sector.
He directed officials to simplify and make more accessible the processes for driving training, learner’s licences and driving licences for women, enabling them to acquire skills, secure employment or self-employment, and become financially independent.
Driving Licence Process to Become Simpler
The Chief Minister emphasised that making the driving licence process simple, transparent and time-bound would greatly benefit the public.
He noted that thousands of people in Jharkhand depend on the transport sector for their livelihood and therefore require valid driving licences. He said more than 10,000 driving and learner’s licences were being issued on Tuesday, calling it a major step towards making transport services more citizen-centric and transparent.
Soren also asked the Transport Department to simplify the process for obtaining heavy vehicle driving licences by adopting the training model being developed in partnership with Tata Motors.
Road Safety Gets Major Push
The Chief Minister said the IDTR would not only enhance driving skills but also promote research, innovation, accident prevention and road safety awareness across the state.
He described the institute as the culmination of years of effort and expressed confidence that such institutional initiatives would strengthen Jharkhand’s transport infrastructure while creating new avenues for employment and skill development.
He reiterated that the government remains committed to delivering efficient, transparent and time-bound public services through good governance.
Development Commissioner Ajay Kumar Singh, Transport Secretary Rajiv Ranjan, Transport Commissioner Sanjeev Kumar Besra, Tata Motors Plant Head Anurag Chharia, Tata Motors General Manager Golam Mandal and other senior officials were present at the event.
