Ranchi, September 19: Ranchi Deputy Commissioner Manjunath Bhajantri has directed GAIL officials to ensure that contractors engaged in roadwork restore roads to their original condition after completing their work, warning that negligence resulting in inconvenience to commuters or disruption of traffic will not be tolerated.
The directive was issued during a review meeting chaired by Bhajantri at the Collectorate auditorium, where preparations for the upcoming Durga Puja, traffic management, encroachment control, law and order and the progress of development schemes were reviewed.
GAIL contractors told to fill excavated roads
Bhajantri directed GAIL officials to ensure that contractors properly fill and restore all portions of roads excavated during utility work. He stressed that road restoration must be completed after the work so that traffic movement remains safe and smooth.
The DC issued a clear warning against negligence by agencies involved in roadwork and said commuters should not be inconvenienced because of unfinished or poorly restored roads.
The Executive Engineer of the Electricity Department was also directed to take necessary action against haphazardly strung cables on electric poles.
Special traffic arrangements for Durga Puja
The meeting also focused on traffic and law-and-order arrangements in view of the expected increase in the movement of devotees during Durga Puja.
Bhajantri directed officials to identify major congestion-prone areas, particularly around prominent Durga Puja pandals, and prepare a comprehensive traffic management plan. Parking arrangements, road encroachments and traffic movement in crowded areas were also reviewed.
Officials were instructed to identify major and busy roads and prepare a list of unauthorised cuts in road dividers. Unnecessary cuts that obstruct traffic flow are to be removed on priority.
Measures to prevent re-encroachment
The DC directed officials to put in place an effective monitoring mechanism to prevent re-encroachment in areas where illegal encroachments have already been removed.
Public announcements or miking were also suggested to make people aware that encroachment would not be permitted in cleared areas.
Vendor markets to be identified in all wards
To address haphazard roadside and footpath vending, Bhajantri directed officials to identify suitable locations for vendor markets in all wards of the urban area.
The Ranchi Municipal Corporation was asked to coordinate with the concerned Zonal Officers and take necessary steps to establish an organised vending system.
Zonal Officers were also directed to identify and prepare a list of vacant government land in urban areas of Ranchi district for possible use in future public utility and development projects.
Action against illegal parking and traffic violations
The meeting also reviewed the system of issuing automatic challans against traffic violators.
Bhajantri instructed officials to take appropriate action against illegal parking, unauthorised roadside encroachments and traffic violations at major intersections, busy thoroughfares and congestion-prone locations.
Development projects to be expedited
The DC also reviewed the progress of various ongoing development schemes in the district and directed departments to work in coordination to complete pending works within the stipulated timeframe while maintaining quality.
He stressed that traffic management, law and order, encroachment control and city beautification should receive priority ahead of Durga Puja.
The administration aims to ensure that Ranchi remains safe, organised, clean and accessible during the festival, when a large number of devotees are expected to visit puja pandals across the city.
City Superintendent of Police Paras Rana, Sadar SDO Kumar Rajat, Additional District Magistrate (Law and Order) Dhananjay, Deputy Collector (Land) Mukesh Kumar, District Transport Officer Akhilesh, officials of the Road Construction and Electricity departments, Circle Officers and other concerned officials attended the meeting.
