Ranchi, Nov 1: 1988 batch IAS officer Alka Tiwari has been appointed as the new Chief Secretary of Jharkhand.
The State Government, issued a notification, after approval from the Election Commission, in this regard today.
With this, Alka Tiwari has become the third lady IAS officer to hold the coveted post of chief secretary in 24-year-old Jharkhand. Her predecessors included Lakshmi Singh and Rajbala Verma.
She is scheduled to retire on September 30, 2025.
Notably, incumbent Chief Secretary L Khiangte retired on October 31. The state government had sent a proposal to the Election Commission for a three-month extension to Khiangte. But no order came on this.
Earlier, the Central government repatriated Alka Tiwari, to the parent cadre on October 15. Thereafter, the State government posted her as a member of the Board of Revenue.
Know the new chief secretary
Alka Tiwari is known in Jharkhand for her outstanding performance and impeccable integrity. She is highly respected for her straightforwardness, simplicity, efficiency and hard work. She is considered a role model for an IAS officer.
Alka is a postgraduate in Psychology from Meerut University and received the Governor’s Gold Medal for being the topper. She did her M.Sc. from the Civil and Structural Engineering Department of the University of Manchester, U.K., topped the course in “Management & Implementation of the Development Projects” and received the gold medal. She is also a Law graduate from Ranchi University. She has completed a short-term course on “Rethinking Financial Inclusion” from Harvard University, USA and another specialized course on “Public Fiscal Management for Financial Advisors” from Duke University, USA.
Alka has served as D.C./ Collector of Gumla and Lohardaga districts in Jharkhand. She has been Secretary in the departments of Commercial Taxes and Forest & Environment. She was an Advisor in Niti Aayog, Government of India, Joint Secretary & Additional Secretary in the department of Fertilizers and Additional Secretary cum Financial Advisor in the departments of Fertilizers, Chemicals and Pharmaceuticals.
In Niti Aayog, she was handling important verticals of Financial Resources, Education, Tourism etc. She developed strategy documents for Reforms in India’s Higher Education Regulatory Framework and for developing World Class Institutions of Teaching and Research. As CMD of the fertilizer company FAGMIL, she reversed its decline of Gypsum trade and converted it into a profit-making market leader company. She engaged with Qatar, Iran and Russia to ensure adequate availability of urea and to safeguard the revenue interests of the country. She signed the protocol agreement on “Modernization and Industrial Co-operation” under the Indo-Russian Intergovernmental Commission on Trade, Economic, Scientific, Technological and Cultural Co-operation. She worked as Secretary to the Government of India in the National Commission for Scheduled Tribes for more than 3½ years and developed expertise on the tribal issues of the country.
Her husband Dr D. K. Tiwari is a 1986 batch IAS officer, who retired as the Chief Secretary of Jharkhand and is working now on the constitutional post of the State Election Commission.
