Bihar begins construction of 2,600 Panchayat secretariats to boost rural governance

Patna, June 24: In a significant step toward realizing Mahatma Gandhi’s vision of Gram Swaraj (village self-rule), the Nitish Kumar-led Bihar government has initiated the construction of 2,600 Panchayat Government Buildings across the state. This move is part of a broader plan to establish Panchayat-level mini secretariats in all 8,053 Panchayats, ensuring administrative efficiency and public service delivery under one roof.

Chief Minister Nitish Kumar has consistently emphasized decentralization and rural empowerment as cornerstones of his governance model. The latest initiative aims to institutionalize governance at the grassroots level and empower village communities with modern, fully-equipped Panchayat Government Buildings.

These buildings will serve as a unified administrative hub, allowing residents to access a wide range of services efficiently and transparently.

Work Begins on 2,600 Buildings

According to the Building Construction Department, construction has already begun on 2,000 out of the planned 2,600 buildings, while the tendering process is underway for the remaining 400. Of the total, 1,187 buildings are being built in flood-prone areas, while 1,488 are under construction in normal regions.

This is the first phase of the ambitious plan to cover all Panchayats in a phased manner.

Panchayat Government Buildings: A Mini Secretariat

These two-storeyed buildings are envisioned as multi-functional centers with a total area of 7,202 sq. ft. in general areas and 9,538 sq. ft. in flood-affected regions. Each structure will include:

  • Offices for elected representatives and Panchayat staff
  • Courtrooms for Gram Kachhari (village courts)
  • Dedicated record rooms and storage facilities
  • Meeting halls for Panchayat and standing committee discussions
  • Reception areas for citizen services
  • Residential quarters for key personnel
  • Spaces for service centers, post offices, and more

These facilities will not only streamline daily operations but also ensure transparency and accountability, especially during flood emergencies, when administrative continuity becomes critical.

Building Rural Bihar, One Panchayat at a Time

Kumar Ravi, Secretary of the Building Construction Department, said, “At present, there is a plan to build 2,600 buildings, out of which work has started on 2,000. The tender for the remaining 400 buildings is under process. Along with the Mukhiya sitting in it, it will be easy for the people of the Panchayat to do all the government work under one roof. This Panchayat Government Building will work as a secretariat at the Panchayat level. It is an important step towards further strengthening development in the rural area.”
