Ranchi, Sept 30: With Jharkhand Chief Secretary Alka Tiwari, an IAS officer of 1988 batch, set to retire on Tuesday, the state government remains tight-lipped on her successor. The delay in announcing the new Chief Secretary is fueling speculation of a strategic pause, reflecting ongoing Centre-state tensions, especially after recent disagreements over the appointment of the state’s Director General of Police (DGP).

Strategic Delay Reflects Political Underpinnings

Unlike other states where seniority disputes often complicate such appointments, sources reveal that Jharkhand’s hold-up is a calculated wait-and-watch tactic. This move appears to be influenced by the sensitive dynamics between the state government and the Centre following the standoff over DGP Anurag Gupta’s appointment, signaling deeper political and bureaucratic maneuvering.

Contenders for the Post: Three Scenarios in Focus

Extension of Alka Tiwari Ruled Out: Insiders confirm that an extension for the incumbent Chief Secretary Alka Tiwari is not on the table. Known for her principled approach and having never sought extensions, her retirement on Tuesday is considered final.

Avinash Kumar – The “Most Likely, Most Uncertain” Candidate: Mr Kumar (IAS: 1993), currently the Principal Secretary to Chief Minister Hemant Soren and regarded as a trusted aide, is widely seen as the frontrunner. However, his long tenure ahead until 2029 creates ambiguity about whether he would accept the Chief Secretary role now or prefer to wield influence from his current powerful position. Many believe Kumar will eventually ascend to the role, but the timing remains uncertain.

Union Secretary Shailesh Kumar Singh’s Repatriation: Perhaps the most intriguing possibility is the return of Shailesh Kumar Singh (IAS: 1991), Union Secretary for Rural Development, to his home cadre as Chief Secretary. With only six months left before retirement, Singh’s expressed desire to serve as Chief Secretary is gaining traction. His recent visit to the Chief Minister’s paternal village, a gesture few other senior officers made, is being read as a strong indication of his intent and possible support from the Centre. Appointing a serving Union Secretary to the post aligns with the Centre’s interest in maintaining influence over the state bureaucracy.
