Chief Secretary Avinash Kumar represents Jharkhand at PM-led meet on governance

Ranchi, Dec. 26: Jharkhand Chief Secretary Avinash Kumar is participating in the Fifth National Chief Secretaries’ Conference, which began on Friday in New Delhi and will continue till December 28. The three-day high-level conference is being led by the Prime Minister and brings together top bureaucratic leadership from across the country to strengthen Centre–State coordination, improve governance delivery, and ensure effective implementation of government policies at the grassroots level.

The conference is seen as a crucial platform for aligning national priorities with state-level execution and for reinforcing cooperative federalism.

Senior Jharkhand Officials Join Avinash Kumar

Along with Chief Secretary Avinash Kumar, several senior officials from the Jharkhand Government are attending the conference, including Transport Department Secretary Kripanand Jha, Planning and Development Department Secretary Mukesh Kumar, and Special Secretary Rajeev Ranjan, among others.

The participation of Jharkhand’s senior bureaucracy highlights the state’s focus on adopting best governance practices, policy innovation, and outcome-based administration through direct engagement with NITI Aayog, Union ministries, States, and Union Territories.

Focus on Sharing Best Practices and Governance Models

The primary objective of the National Chief Secretaries’ Conference is to facilitate structured discussions between the Prime Minister, central ministries, state governments, and domain experts to share best practices, resolve implementation challenges, and develop scalable governance models.

Discussions are centred on improving administrative efficiency, strengthening institutional mechanisms, and translating policy decisions into measurable outcomes on the ground.

Human Capital Development Takes Centre Stage

A key theme of this year’s conference is human capital development, identified as a critical driver for long-term national growth. Deliberations are being held across five priority sectors: early childhood education, school education, skill development, higher education, and sports and extracurricular activities.

The goal is to evolve a shared and integrated development roadmap aligned with the national vision of “Viksit Bharat”, ensuring inclusive, sustainable, and future-ready growth.

Strengthening Cooperative Federalism

The conference is expected to reinforce cooperative federalism by enhancing collaboration between the Centre and States.
