Ranchi, July 30: Jharkhand Governor and State Chancellor Santosh Kumar Gangwar has removed Dr. Dinesh Kumar Singh from the post of Acting Vice Chancellor of Ranchi University. In his place, Dr. DK Singh, the current Vice Chancellor of Jharkhand University of Technology (JUT), Ranchi, has been given additional charge until further orders.
Chancellor Issues New Directive
The Chancellor’s office has also directed that all policy-level decisions—except routine administrative tasks—must now receive prior approval from the Chancellor. The decision comes amid mounting complaints against Dr. Dinesh Kumar Singh.
Inquiry Ordered into Misuse of Authority

The Governor has ordered a formal inquiry into serious allegations against Dr. Dinesh Kumar Singh. He is accused of exceeding his authority by appointing a principal in an affiliated college under Nilambar-Pitambar University without consulting the governing body. After rejecting the body’s nominated candidate, he reportedly appointed someone of his own choice and later dissolved the governing body—an act outside his legal power.

Financial Irregularities Reported
Multiple complaints also allege financial misconduct. Dr. Singh is accused of approving furnishing work worth crores of rupees at his official residence and procuring materials without following due process. These expenses reportedly lacked required approvals and oversight.
Pressure Tactics at Ranchi University
While holding additional charge at Ranchi University, Dr. Singh allegedly pressured the Principal of Khunti College to approve a ₹5 crore furniture order. He reportedly used an intermediary named Swapnil and claimed political influence, asserting that no regular Vice Chancellor would be appointed during his tenure.
Controversial Tenure at Vinoba Bhave University
Similar concerns were raised during his time as Acting Vice Chancellor at Vinoba Bhave University. He allegedly forced the Registrar to prepare a blacklist proposal against a manpower supply company. However, the order was not issued due to procedural issues. A manpower supply tender he released was also later cancelled by the regular Vice Chancellor.
Guest House Renovation File Under Scrutiny
Another complaint involved a ₹2 crore renovation proposal for the university guest house. Dr. Singh reportedly initiated the proposal using an unnumbered file. When asked to submit supporting documents, he failed to comply. Later, he attempted to get a ₹50 lakh version of the proposal approved using a different file, but that too was rejected.
Governor Acts on Complaints
In light of the multiple allegations and the seriousness of the complaints, Governor Gangwar has relieved Dr. Dinesh Kumar Singh of his additional charge at Ranchi University. Dr. DK Singh will now oversee the university’s operations as Acting Vice Chancellor until further notice, while investigations continue.
