Ranchi, Jan 16: Finance Minister Radhakrishna Kishore announced today that the upcoming annual budget, referred to as the ‘Abua Budget’ by Chief Minister Hemant Soren, will prioritize schemes aimed at uplifting Jharkhand’s forests, marginalized communities in remote areas, farmers, and people of all castes and religions across the state.
“Our objective is to draft a budget that brings smiles to the faces of the people,” said Kishore, emphasizing that public input is being actively sought to ensure inclusivity and representation.
In this context, suggestions and ideas were invited today from experts across various sectors, including agriculture, irrigation, forestry and environment, rural development, livelihoods, urban development, tourism, industry, mining and geology, and labor and skill development.
At the Abua Budget Workshop (Pre-Budget Seminar 2025-26), held at Project Bhawan on Thursday, Kishore remarked, “We have received many valuable suggestions, and efforts will be made to incorporate them into the upcoming budget.”
The ‘Abua Budget’ aims to address the aspirations of Jharkhand’s people while promoting sustainable development across all sectors. With contributions from the public and experts, it strives to balance economic growth with social inclusivity.
Focus on Jharkhand’s Culture and Development
Kishore highlighted that the ‘Abua Budget’ will reflect the unique culture, geography, and traditions of Jharkhand. As the 25th budget of the state, it will address existing challenges while aiming to foster economic, social, and geographic development.
He further stressed the importance of monitoring the budget to ensure the effective implementation of its schemes. Additionally, he underlined the need to enhance revenue generation to support these initiatives.
Empowerment of Women and Rural Development
Rural Development Minister Deepika Pandey Singh stated that empowering women will be a major focus of the budget. Currently, approximately 32 lakh women are associated with the Jharkhand State Livelihood Promotion Society (JSLPS).
The department plans to promote self-employment among women by offering financial support through the Maiya Samman Yojana and providing skill-enhancement training. Efforts will also focus on connecting rural women with urban markets to create new economic opportunities.

The budget will prioritize small-scale projects aimed at improving access to drinking water in rural areas and promoting solar energy solutions in these regions.
Strengthening the Agricultural Sector
Agriculture Minister Neha Shilpi Tirkey revealed that the upcoming budget will emphasize farmers’ welfare and improving their economic conditions. Since most farmers in Jharkhand rely on single-crop farming, the government plans to provide better irrigation facilities and encourage multi-cropping practices.
Tirkey highlighted the success of the Birsa Pathshala program, which trains farmers to enhance their skills and maximize land utilization. This program will be further expanded under the new budget.
The government also plans to strengthen key initiatives such as the Chief Minister Pashudhan Yojana and programs under the Jharkhand Milk Federation. The budget will include measures to boost fisheries and promote Rabi crop cultivation by ensuring that farmers have access to adequate irrigation facilities and resources.
Irrigation and Tourism to Drive Development
Prashant Kumar, Principal Secretary of the Water Resources and Finance Departments, shared that several suggestions have been received to improve irrigation facilities for Jharkhand’s farmers.
The budget will prioritize strengthening existing irrigation systems, constructing new ponds in villages, and promoting solar-based and small-scale irrigation projects. The Birsa Irrigation Well scheme, which has already benefited many farmers, will be further supported.
Additionally, the Watershed Scheme and other micro-irrigation initiatives will be expanded, with over 50 small and large-scale projects included in the budget. Solar pumps and micro-irrigation systems will be provided to farmers by the Agriculture Department.
Tourism has also been identified as a key focus area for economic growth and job creation. The government will prepare a proposal based on suggestions from the tourism sector to tap into its potential.
To increase revenue, Kumar emphasized the critical role of the mining sector. He noted that 34 coal blocks have already been allotted, and their progress will be reviewed at a higher level.
