Ranchi, June 20: In a significant restructuring, the Jharkhand Cabinet has approved the amendment of rules governing the Jharkhand State Staff Selection Commission’s (JSSC) graduate-level examinations. Going forward, these will be administered in two distinct phases: a preliminary test followed by a written examination. However, if fewer than 50,000 applications are received, the preliminary stage will be waived, streamlining the process. Additionally, the Cabinet approved an advance release of ₹31.5 crore to JSSC for conducting competitive exams during the 2025–26 financial year.

Hotel Taj Sees Expansion in Coverage and Height

Another major decision allows for the expansion of the upcoming Hotel Taj located in the capital’s core area. Ground coverage limits have increased from 25 per cent to 40 per cent, while the permissible building height has been raised from 26 metres to 27 metres—facilitating a larger footprint and greater vertical development.

Officials’ and NCC Cadets’ Allowances Enhanced

To bring clarity and predictability to allowances across government vehicles, the Cabinet sanctioned revised daily allowances. Gazetted officials up to the DFO level and NCC cadets will now receive ₹265 per day—up from ₹130 and ₹125 respectively. Additionally, they will be entitled to AC 3-tier train travel.

Horizontal Reservation Introduced for People with Disabilities

Under the newly introduced Residential Land Management Rules 2025, the Jharkhand State Housing Board will provide a 5 per cent horizontal reservation in land allocations for persons with disabilities. This inclusion marks a significant step toward inclusive urban development.

Strengthening HIV/AIDS Governance at District Level

In line with National AIDS Control Organisation guidelines, the Cabinet approved the formation of the Jharkhand State Legislative Forum on HIV/AIDS. This forum will operate down to the district level, chaired by a departmental minister and including members nominated by the Speaker, Development Commissioner, departmental secretaries, and a project director serving as member-secretary.

Police Honoured on State Foundation Day

For the first time, police personnel will also be awarded medals on State Foundation Day. The number of Governor’s medals for distinguished service has more than doubled—from 10 to 21—while police medals for meritorious service have risen from 31 to 60. Previously, only Inspectors General of Police were eligible.

Gadgets for Gazetted Officers and Other Grants

Gazetted officers on Pay Matrix Level 9 and above will each receive a mobile handset worth ₹25,000 along with a ₹500 recharge coupon. The Cabinet also approved the grant of ₹3 crore annually to the Jharkhand State Hindu Religious Trust Board.

Funding for Education and Healthcare Infrastructure

Administrative approval of ₹57.95 crore was sanctioned for the establishment of a women’s college in Khunti, with an additional ₹38.76 crore approved for a degree college in Ichagarh. The State Pharmacy Institute in Dumka and Palamu will see the creation of 56 new posts. Meanwhile, amendments to the Jharkhand State Medical Council Rules 2025 were approved: provisional registration fees will now be ₹2,000 and certificate fees ₹1,000. Reforms were also ratified for the promotion rules of primary school teachers, as well as compassionate appointment and service regularisation for selected government employees.

Personnel Decisions

The Cabinet authorised a compassionate appointment for Sumit Singh, son of the late assistant teacher Umesh Singh; regularisation of service for the late Amit Kumar, senior class clerk in the Agriculture Department; and the dismissal of Dr Gurcharan Singh from his position as Medical Officer at Nagar Ungari.
