Ranchi, Oct 4: The Jharkhand High Court today refused to grant bail to former Ranchi Deputy Commissioner Chhavi Ranjan, an accused in the multi-crore land scam in Ranchi.
While rejecting Ranjan’s petition, a single bench of Justice Sanjay Kumar Dwivedi said that the investigation into the land scam is not incomplete.
Notably, the suspended IAS officer Chhavi Ranjan, who is in jail, had challenged the order of the Ranchi PMLA (Prevention of Money Laundering Act) court in the High Court. He had appealed to the High Court that he should be given default bail.
Earlier, Ranjan had filed a petition under Section 167 in the lower court. There is section 167 of CrPC, in which time has been fixed for the police and agencies to file charge sheets. This petition was rejected by the lower court.
The scam involves the fraudulent purchase and sale of land occupied by the army located at Bariatu in the Bargain area of Ranchi.
The ED has arrested Chhavi Ranjan, famous businessman Bishnu Agarwal, Revenue Sub Inspector of Bargai area Bhanu Pratap Prasad among others in the case.

Meanwhile, The Ranchi PMLA (Prevention of Money Laundering Act) Special Court has given its verdict on the bail plea of Bhanu Pratap, accused of a land scam and suspended revenue employee of Bargain zone. The court has refused to grant bail to Bhanu and rejected his bail application. Earlier, the court had reserved its decision on Bhanu’s petition after hearing all the parties.
Bhanu was arrested by the ED in April this year. The agency had arrested Bhanu, accusing him of being involved in the army land scam at Bariatu in the capital and the purchase and sale of land on Cheshire Home Road with the help of fake documents.
