Jharkhand incubator programme: Palamu to support early-stage startups with interest-free loans

Daltonganj, October 7: The Palamu district administration is preparing to launch the Jharkhand Incubator Programme to support early-stage and idea-stage startups and promote entrepreneurship and manufacturing activities in the district.

Deputy Commissioner Dilip Pratap Singh Shekhawat on Tuesday held a meeting with officials of the Jharkhand State Livelihood Promotion Society (JSLPS) and prospective entrepreneurs to discuss the programme and its implementation.

Sources said the state government has set a target of selecting 150 early-stage and idea-stage startups across its 24 districts. The selection will depend on the number of applications received and the viability of the proposed business ideas.

According to the information issued by the Public Relations Department, the last date for online applications is October 15.

The incubator programme will focus on non-agricultural activities, with manufacturing and subsequent marketing at its core.

District Programme Manager of JSLPS Anita C Kerketta said the initiative was intended to promote actual manufacturing rather than simple repackaging.

“This Jharkhand Incubator Programme is for the start of manufacturing and subsequent marketing. It’s not repackaging either. Manufacture is the key word,” she said.

Officials and entrepreneurs believe Palamu has scope for startups in sectors such as ceramic tiles, readymade garments, herbal beauty products, refractories and furniture manufacturing.

Value-added products based on locally available resources such as mahua and jamun could also offer opportunities if developed through nutritious food processing and packaging.

Interest-Free Loans Up to ₹10 Lakh

Under the programme, the state government will provide interest-free loans of up to ₹10 lakh to eligible startups.

Deputy Commissioner Shekhawat told prospective entrepreneurs that the incubator programme would function as a support system, providing mentorship, workforce support and other resources.

IIM Kolkata is expected to provide technical and business inputs for the incubator programme, helping entrepreneurs strengthen their business models and improve their prospects for growth.

Palamu Has 5,400 Registered MSMEs

Palamu already has a sizeable base of micro, small and medium enterprises, with around 5,400 registered MSMEs, according to a report.

The district also has the Daltonganj industrial area, spread across more than 13 hectares. However, industrial activity in the area remains limited, with offices reportedly outnumbering factories.

The district administration hopes that the incubator programme will help encourage new manufacturing ventures and create employment opportunities.

Lack of Air Connectivity Remains Concern

Palamu MP Vishnu Dayal Ram said the district has significant potential for micro, small and medium enterprises but faces connectivity challenges.

“Palamu Lok Sabha constituency has immense potential for micro, small and medium enterprises, but it lacks air connectivity,” he said.

He said large industrial houses were reluctant to travel by road because of the time involved in reaching the region.

Ram also raised concerns over the condition of Chiyanki Hawai Adda, saying its runway was not suitable even for small aircraft because of its inadequate length.

The incubator programme is expected to provide a new platform for entrepreneurs in Palamu, particularly those seeking to move from business ideas to manufacturing and market-ready products.
