Ranchi, May 14: Jharkhand Urban Development Minister Sudivya Kumar on Thursday launched an online portal for the implementation of the Jharkhand Unauthorised Construction Regularisation Rules, 2026, providing citizens an opportunity to regularise residential buildings constructed without proper approval.
The portal was launched at Project Bhawan in Ranchi in the presence of senior officials of the Urban Development Department and the State Urban Development Agency (SUDA).
Describing the initiative as a “historic moment,” the minister said the scheme was introduced under the direction of Chief Minister Hemant Soren to provide relief to people worried about the future of their irregular constructions.
One-Time Opportunity for House Regularization
Sudivya Kumar said citizens can now apply online to regularise houses constructed without approved building plans or in violation of the Master Plan.
He stressed that the scheme is intended to provide relief to homeowners and not to encourage unauthorised construction.
“The government has formulated the regularisation rules in a very simple and liberal manner,” the minister said, adding that applicants would also get the facility to pay regularisation fees in three instalments.
He emphasised that public cooperation would be crucial for the successful implementation of the scheme.
Scheme Applicable Only for G+2 Residential Buildings
Officials clarified that the regularisation scheme is limited to residential structures up to G+2 configuration and built on plots measuring less than 300 square metres.
Principal Secretary Sunil Kumar said online applications must be submitted within two months of the launch of the scheme.
He added that authorities aim to decide applications within six months of submission.
Government Focused on Planned Urbanisation
Speaking at the event, Principal Secretary Sunil Kumar said the Jharkhand government is prioritising planned urban development and infrastructure expansion across cities.
He highlighted ongoing and upcoming flyover projects in Ranchi, Jamshedpur and Dhanbad, including projects at Siramtoli, Argora, Karamtoli and Harmu.
The government is also focusing on roads, drainage systems, footpaths, bus stands and strengthening municipal administration through appointments of town planners, engineers and other professionals, he said.
SUDA Demonstrates Online Application Process
SUDA Director Suraj Kumar described the Building Regularisation Rules, 2026, as a major relief-oriented initiative for people who had built houses without approved plans for various reasons.
He urged citizens to make use of the scheme and submit applications through the newly launched portal within the stipulated timeframe.
During the programme, officials gave a live demonstration of the online application process before the minister and attendees.
Senior officials, including Special Secretary Gyanendra Kumar, Additional Secretary Zulfiqar Ali, Dhanbad Municipal Commissioner Ashish, Urban Development Department officials and representatives of FICCI were present at the launch event.
