State government clarifies new 2025 recruitment rules won’t affect ongoing or court-monitored appointments, paving the way for long-pending recruitment in Palamu.

Daltonganj, Nov 11: Hopes have brightened up again for the appointment of 585 fourth-grade personnel in the Palamu Collectorate and its various other offices like forest, irrigation, drinking water and sanitation etc.

The appointment exercise was postponed by the government in July 2025, citing a Cabinet decision taken on July 11, 2025.

The state government had postponed the process of appointment of the fourth-grade personnel on the plea that the government would first frame and formulate rules and regulations for the appointment of the fourth-grade personnel in its entire fleet of the Mufassil offices.

New Regulations Issued in November 2025

The state government finally came out with its rules and regulations for the same this November 2025.

The 2025 rules and regulations for the appointment of the fourth-grade personnel, now christened as MPW (Multi-Purpose Workers) are in the Extraordinary Issue of the Gazette also which the Jharkhand Story Network has accessed.

The 2025 rules and regulations for the appointment of the fourth-grade personnel are not applicable to this lot of 585 appointments under one big clause, as mentioned in the rules and regulations.

The big clause is that these 2025 rules and regulations will not be applicable to all such cases where the appointment process is already underway and also in such cases where the Court has intervened or the Court has passed orders.

Palamu Appointments Exempted Under Supreme Court Order

Here in this Palamu case, the Supreme Court in its order dated February 10, 2025, asked for appointment of fourth-grade personnel within 6 months since February 10, which comes to August 9, but due to growing discontent and vigorous demand for a written test for this appointment, the state government chose a middle path, postponed the entire proceedings of the appointment.

Now, the 2025 rules and regulations for appointment of the fourth-grade personnel, are not to affect, impact or influence the Palamu’s case of 585 fourth grade posts in the wake of the crystal clear order of the Supreme Court, the state government is now duty bound to direct the Palamu administration to go ahead in this case by appointing fourth-grade personnel without any more delay.

More than 35,000 candidates had applied for 585 posts wherein more than 300 posts were reserved.

Additional Collector Kundan Kumar on being contacted said “Under order of the DC we would be approaching the Karmik Vibhag to give us permission to complete the process of the appointment of the fourth grade personnel at the earliest which hangs in limbo following state government postponing it till the framing and formulation of the rules and regulations for the appointment of the fourth-grade personnel but as the state government has clarified that cases of appointment underway or where there is judicial intervention and Court order passed, this 2025 rules and regulations will not be applicable to such appointments and as such Palamu’s case stands in the category of non applicability of 2025 rules and regulations.”
