Dhanbad, August 30: The Jharkhand State Non-Gazetted Employees Federation (JSNGEF) has expressed concern over the delay in the long-pending promotion of qualified and eligible 4th grade employees to 3rd grade. The federation has urged Chief Minister Hemant Soren to resolve this issue promptly.
Concern over delayed promotions
JSNGEF General Secretary Ashok Singh ‘Nayan’ addressed the issue in a letter to Chief Minister Hemant Soren on Thursday. Singh expressed frustration that, despite ongoing agitation by employees for their rightful promotions, justice has not been delivered.
He stated, “Right from Independence to the division of Bihar, 25% seats were reserved for qualified and eligible 4th grade employees in promotion into 3rd grade. Even after the division, Bihar continues to give promotion to 4th grade employees, but the same has been denied in Jharkhand till date.”

Current situation and federation demands
According to federation sources, approximately 2,100 to 2,200 4th grade employees in the state are qualified and eligible for promotion to 3rd grade as per government norms.
The federation leader in his letter to CM has also highlighted that, according to the 6th pay scale recommendations, employees working in Mufassil areas should be given promotions, an opportunity that 4th grade employees have been denied. They argue that uniformity should be restored by granting these promotions.
The federation is also demanding a Rs 2,400 grade pay for employees who have completed 10 years of service.
General Secretary Ashok Singh ‘Nayan’ has called for the regularization of daily wage contractual 4th grade employees who have served for 10 years, as per government norms.
He added, “Till they are regularized, they should be given complete salary, education allowance, travelling allowance, and mobile allowances at par with regular employees.”
