Daltonganj, Feb 3: The Nilamber Pitamber University is ‘headless’. It has neither vice chancellor nor pro vice chancellor. The university has 30,000 plus enrolled students. It runs on adhocism.

The in-charge VC of the Nilamber Pitamber University Bal Kishun Munda who was the divisional commissioner Palamu retired on January 31. Since then this university has been without any VC.

The post of pro vice-chancellor stands vacant here since June 2023. The absence of the incumbents of the two top posts here in the university gives this 16-year-old university a look of systematic negligence.

Ad-Hoc Administration

The university is run on adhocism like registrar getting a lease of six months tenure and so is the case with the finance officer working here in extension of six months.

The university controller of examinations ad-hoc tenure is of one year ending in October 2025.

This university runs by the date of the calendar like the present registrar on ad-hoc Dr S K Mishra whose extended tenure of 6 months gets over in June 2025. The one-year ad-hoc tenure of the controller of university examinations Dr Ravi Shankar ends in October 2025.

The functioning of the university is seriously paralysed by the absence of the VC and the pro-VC. It’s not only the general administration that is affected by the absence of the VC or the pro-VC, the financial matters lie in limbo too.

Examination and Academic Affairs Stalled

The examination department is the worst hit.

As examination work is a highly prioritised confidential work permission of the VC for the postgraduate exams and permission of the pro VC for the undergraduate exams are mandated but here both are stuck up as chairs for both are vacant.

Permission is mandated from the two tops from notifying exams schedules to the publication of the results. Where there is no VC, pro-VC handles the situation and similarly where there is no pro-VC, VC doubles up as pro-VC. But here in the Nilamber Pitamber university, there is none of the two at the moment.

Controller of university examinations Dr Ravi Shankar told the Jharkhand Story correspondent “Results of the backlog UG semesters 2 and 3 are ready to be published but for want of the permission of the VC, it’s being put on hold.”

Issuance of degrees is also halted for want of the VC here. Students make urgent demands for even the provisional degrees which is difficult to be cleared as degrees of the post graduate are to be signed by the VC.

A similar problem arises in the issuance of the Migration certificates. Students suffer most here.

Government and Raj Bhavan’s Role in Resolution

The state government has a very limited scope here as it’s the Raj Bhavan that is to take the final calls on the VC and the pro-VC.

The state government may like to appoint divisional commissioner here who be made in-charge VC of the Nilamber Pitamber University. This is the quickest way to pull out the university of the mess that it has plunged into.

Second, the Raj Bhavan may prefer to notify the vice chancellor of Dr Shyama Prasad Mukherjee University T K Shandilya to play his second innings as in-charge VC of this Nilamber Pitamber University. Shandilya had been the in-charge VC of this university for about 8 or 9 months here before the divisional commissioner Bal Kishun Munda took over the charge of this university as in-charge VC.

Secretary of Higher Education Department Rahul Kumar Purwar on being contacted by this correspondent said “The Raj Bhavan is aware of this matter. It’s seriously working on it. There may be some alternative arrangements coming in some few days.”
