Ranchi, June 13: The Jharkhand Mukti Morcha (JMM) has approached election authorities with a set of demands to improve transparency and voter convenience during the ongoing Special Intensive Revision (SIR) of electoral rolls. The party has sought clarification on procedures being followed for voters marked under “Anomaly” and “Unmapped” categories and has also urged the Election Commission of India (ECI) to make historical electoral records easily accessible online.

In separate representations to the Chief Electoral Officer (CEO), Jharkhand, and the Chief Election Commissioner, JMM general secretary Vinod Kumar Pandey said clear guidelines and digital access to past electoral records were essential to ensure transparency, administrative uniformity and voter participation in the SIR process.

Clarification Sought on ‘Anomaly’ and ‘Unmapped’ Voters
The party said confusion had emerged among election officials regarding document collection and verification for voters identified under the “Anomaly” or “Unmapped” categories during the household enumeration stage.

The JMM sought clarification on whether documents could be collected during the enumeration process and whether uniform instructions had been issued to District Election Officers (DEOs), Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs) and Booth Level Officers (BLOs) across the state.

The party also requested that any differences between procedures followed in Jharkhand and those adopted in Bihar during a similar exercise be made public to avoid confusion and ensure a uniform process.
Demand for Digital Access to 2003 Electoral Records
In a separate letter, the JMM urged the ECI to introduce online facilities in Jharkhand similar to those available in Uttarakhand, where voters can search the 2003 electoral rolls using their name, EPIC number, village, street or locality and download voter list PDFs.
The party also sought online access to district-wise booth mapping records comparing polling stations from 2003 and 2025, which would help voters track changes in their polling locations over time.
According to JMM, the absence of such facilities in Jharkhand makes it difficult for voters to access historical electoral records and may affect participation in the ongoing revision exercise.
Call for Transparency and Voter Convenience
The party said that easy access to electoral records and clear operational guidelines would strengthen the credibility of voter rolls and safeguard the voting rights of eligible citizens.
JMM urged the Election Commission to issue necessary directions at the earliest to ensure transparency, consistency and greater public participation in the SIR process.
