Bhubaneswar, July 23: In a significant administrative move, the Odisha Government on Tuesday effected a major reshuffle in its Indian Administrative Service (IAS) cadre, transferring and assigning key roles to 49 officers across various departments and districts. The officers reshuffled include those in the ranks of Additional Chief Secretary, Principal Secretary, Secretary, and District Collector, according to an official notification issued by the General Administration and Public Grievances Department.

The large-scale overhaul is aimed at streamlining governance, improving administrative efficiency, and injecting dynamic leadership into key positions across the state.

Key Appointments at the Top Level

Chanchal Rana (IAS:2014), Collector of Puri, has been appointed as the new Commissioner of Bhubaneswar Municipal Corporation (BMC). His post has been upgraded to be equivalent in status to a Joint Secretary.

Roopa Roshan Sahoo (IAS:2006), RDC (Southern Division), Berhampur, has been appointed Commissioner-cum-Secretary to the Governor of Odisha.

Hemant Sharma (IAS:1995) retains his charge as Additional Chief Secretary, Industries Department, and is now given additional charge of Information & Public Relations Department, replacing Sanjay Kumar Singh.

Sanjeeb Kumar Mishra (IAS:1997) has been appointed Principal Secretary, Finance Department, with additional charge of Chairman, IDCO.

N.B.S. Rajput (IAS:1999) now serves exclusively as Principal Secretary, Public Enterprises Department, with additional charge as CMD, OSRTC.

Changes in Collector & District Magistrate Positions

A large number of Collectors & District Magistrates have been transferred across districts-

Dibya Jyoti Parida (IAS:2016) → from Ganjam to Puri

Somesh Kumar Upadhyay (IAS:2016) → from Dhenkanal to Malkangiri

Amrit Ruturaj (IAS:2015) → from Kandhamal to Khordha

Ashish Ishwar Patil (IAS:2017) → from Malkangiri to Dhenkanal

Dr. Subhankar Mohapatra (IAS:2018) → from Nabarangpur to Sundargarh

Keerthi Vasan V (IAS:2018) → from Koraput to Ganjam

Manoj Satyawan Mahajan (IAS:2019) → from Sundargarh to Koraput

Anya Das (IAS:2019) → from Subarnapur to Deputy Secretary, Health & Family Welfare

Vedbhushan (IAS:2020) → appointed as Collector, Kandhamal

Bhupendra Singh Poonia (IAS:2008) continues as Secretary, Skill Development & Technical Education Department, with additional charge of MD, IPICOL

B Parameswaran (IAS:2008) appointed as Secretary, ST & SC Development Department

Dr. Prasanth Kumar Reddy (IAS:2009) appointed as Secretary, MSME Department with charge of MD, IDCO

Indramani Tripathy (IAS:2011) continues as Labour Commissioner, with added charge as Inspector of Factories and Boilers

Young Officers Get Strategic Postings

Dr. Maheswar Swain (IAS:2014) → appointed as Collector, Nabarangpur

Parul Patawari (IAS:2015) → becomes Director, SSEPD

Aboli Sunil Naravane (IAS:2015) → appointed Director, Industries

Subrat Kumar Panda (IAS:2015) → becomes Director, Soil Conservation & Watershed Development

P Anvesha Reddy (IAS:2017) → appointed Excise Commissioner

Dr. Rina Pradhan (IAS:2021) → appointed CEO, DMF, Keonjhar

Kirandeep Kaur Sahota (IAS:2021) → appointed Commissioner, Cuttack Municipal Corporation

Rehan Khatri (IAS:2021) → becomes Commissioner, Sambalpur Municipal Corporation

Objective of the Reshuffle

According to senior officials, this administrative rejig is aimed at improving governance, accelerating implementation of key development schemes, and placing performing officers in mission-critical roles. The selection of younger officers in Collector-level posts also highlights the state’s effort to nurture leadership at the grassroots level.
