Daltonganj, Nov 27: Hemant Soren will take the oath of office and secrecy for his second term as the chief minister of Jharkhand on November 28.

People who voted for the INDIA bloc and those who opposed this bloc want good governance in the coming five years.

The people of Jharkhand have a right to have good governance. The basic framework for good governance is land reform, revenue and policing.

DGP appointment and retirement of key IPS officers

It’s policing that strikes faster than all other parameters. It starts with the DGP.

Jharkhand state has three or four IPS officers in its lineup whose superannuation is in a gap of weeks in the early months of 2025.

In 2025, more functions of sending off IPS officers will be announced in quick succession.

Political observers and social scientists say from May the race to retire will halt at the top echelons of the state police. Here the wisdom and maturity of the Hemant 2.0 government will be watched most seriously.

Who will be the DGP Jharkhand in May? This question has begun. From this November end to April end of 2025 there are big faces of the IPS officers who will be in and out of the news for their length of the services but what after April 2025?

BJP keeping a close eye

The Jharkhand Story correspondent spoke to senior BJP leaders in the centre who said, “The BJP will launch a scathing attack on this Hemant 2.0 government. We have lost enormously electorally this Vidhan Sabha election and so we will be very unsparing for the Hemant 2.0 government.”

Senior BJP leaders added weak police in the state will give us ample opportunity to tear apart this government.

So, the BJP is also watching from the fence whom the state government appoints its DGP from May onwards.

Asked by this correspondent as to why the BJP has so given a May deadline for scrutiny of the Hemant 2.0 government BJP leaders said, “We know 150 or more days should be given to any government to show its road map for the developments and so we will keep watching till we mount an attack on the government.”

As for good governance, Hemant 2.0 has to tread cautiously in a matter of the selection of the DGP Jharkhand and management of the land reform and land revenue. Waiving of huge bills of electricity has begun to give ‘shocks’ to the state exchequer.

Anil Palta as a DGP Contender

The Jharkhand Story correspondent rummaged through the selection grade of the IPS officers.

A 1990 batch IPS officer is Anil Palta who fits the bill most of the DGP Jharkhand.

Palta’s tenure as SP Palamu is seen as the toughest and well-managed tenure as it was Palta who had for the first time discovered a real bunker of the Maoists. Prior to this discovery of the bunker, not many had any idea of what the bunker was all about and how the Maoists built it.

There is an almost two-year gap in seniority between Palta and Prashant Singh.
