Dhanbad, March 7: The teachers of Binod Bihari Mahto Koylanchal University (BBMKU) Dhanbad have served an ultimatum over the Jharkhand Public Service Commission’s (JPSC) inaction on promoting the 2008 batch of teachers.
Promotion of 2008 batch teachers of state universities has been pending for 16 years.
Memo to the higher education department
In this regard, a delegation of the BBMKU Teachers Association submitted a memorandum to the higher education department, chief minister’s office and Chancellor House (Raj Bhawan) on March 1 over a pending application in JPSC.
The delegation included BBMKUTA president Dr DK Singh, general secretary Dr Amulya Suman Beck, secretary Dr Sarmistha Acharya, and spokesperson Dr Jitendra Aryan.

Promotion list of 2008 batch teachers
General Secretary Dr Beck said the promotion list of 2008 batch teachers was submitted to JPSC last year. But even after one year, JPSC has neither rejected any name nor sought clarification. It has been sitting on the file for the previous 12 months.
BBMKU is the first university in Jharkhand to submit the promotion list of 2008 batch teachers to JPSC. In March 2023, the then BBMKUTA general secretary, Dr Himanshu Shekhar Choudhary, presented the list to JPSC.
SKMU Dumka
Sido Kanhu Murmu University Teachers Association (Dumka) general secretary, Prof Santosh Sil, said his university sent the list in February 2024. In the absence of a regular vice-chancellor, a list of Kolhan University Dumka has yet to be sent.
VBU Hazaribag
Vinoba Bhave University Hazaribag has started sending the promotion list. VBU Teachers Association general secretary Dr Binod Ranjan said screening has begun and will be completed in at least 22 days.
Teachers of the 2008 batch have been deprived of all benefits so far. At present, they get a pay grade of Rs 6000. As per UGC guidelines, they should have been given a Pay grade of Rs 7,000 in 2012 after completing four years and 6 years (non-PhD).

Patience of teachers is running out
“Much water has flown in River Damodar in one year, and teachers’ patience is running out. Since the teachers’ stir will directly impact the university, before launching the stir and strike path, we met the BBMKU registrar ( Dr Kaushal Kumar) on Wednesday and urged him to rake up the matter of 2008 batch teachers’ pending promotion at a higher level so that teachers do not require to take a drastic step,” said general secretary Dr Beck.
The delegation members were Dr DK Singh, Dr Krishna Murari, Dr BN Singh, Dr Masuf Ahmed, Dr Jitendra Aryan, Dr Surendra Kumar, Dr Umesh Kumar, Dr Tanuja Kumari, Dr Jay Gopal Mandal, and Dr Manoj Das.
