Daltonganj, June 18: The transfer cum admission of 12th class running students who had their admissions etc in the constituent colleges first, now into plus 2 government high schools, affiliated intermediate colleges etc are still a non starter in Palamu district.

There are two constituent colleges in Daltonganj which used to take admission and impart teaching in classes 11th and 12th.

Transfer Process Stuck Despite Govt Order

Students of session 2025- 26 in the constituent colleges are to be affected by this transfer cum admission into new academic destination.

The constituent colleges are Yodh Singh Namdhari Mahila and Janta Shivratri colleges in Daltonganj.

Incidentally, both these constituent colleges are under the municipal corporation limits here.

There are around 2,000 boys and girls in total in class 12th in the combined strength of these two constituent colleges.

The state government has asked first for their transfer from the constituent colleges and then, second, as per their convenience, they be admitted into the government plus 2 high schools or affiliated intermediate colleges for pursuing their class 12th studies.

Directive Based on High Court Order, But No Action Yet

Such a student taken out of the constituent college is to be academically resettled (readmitted) into any government plus 2 high schools or affiliated intermediate colleges within 5 5-kilometre radius of the constituent colleges from where they have been so academically evicted.

This correspondent on Wednesday met the Palamu Deputy Commissioner (DC) Sameera S to know how this directive of the state government in the light of the judgement of the Jharkhand High Court is going to be implemented in Palamu district, to which Sameera S said, “I will be looking into it. Right now, no comment.”

Professor in charge of the Yodh Singh Namdhari Mahila College, Dr Mohini Gupta, said, “Neither any parents nor any student of class 12 has come forward to move out from this college for a new academic destination so far.”

Multiple Roadblocks to Transfer and Admission

Sources said the mechanism of transfer cum admission is no less cumbersome.

  1. Parents and students have to be mentally prepared to move into a new academic destination, be it a government plus 2 high school or an affiliated intermediate college.
  2. Intermediate Commerce teaching is available in selected government plus 2 high schools or affiliated intermediate colleges. Here transfer cum admission in Commerce will be a tough task.
  3. Every government plus 2 high schools or affiliated intermediate colleges, has a fixed intake capacity. On an average it is 382. What if this intake capacity remains full in the new academic destination?
  4. Such a massive academic relocation that too of class 12th which on passing, properly opens the doors of medical, engineering, technology studies, may adversely affect the academic performance of the students so resettled in the new academic destination.
  5. The Nilamber Pitamber University (NPU) finds these students as persona non grata saying, “These are the academic property of the Jharkhand Academic Council (JAC) and so there is no role of this university in this matter.”
