Make foolproof crowd control arrangements for Shravani Mela: Chief Secy directs officials

Ranchi, July 2: With the Shravani Mela set to begin on July 11, Chief Secretary Alka Tiwari issued a firm directive to all departments: “Make strong and foolproof crowd control arrangements.” This order was given during a high-level review meeting held on July 2, aimed at finalising preparations for one of the state’s largest religious events. Heads of concerned departments, including DGP Anurag Gupta attended the meeting, Deputy Commissioners, Superintendents of Police, and senior officials from Deoghar and Dumka.

An estimated 50 lakh devotees are expected to visit Baba Dham in Deoghar and Basukinath Dham in Dumka during the month-long event, which will continue until August 9.

Strict Crowd Management Protocols to Be Enforced

During the review, the Chief Secretary emphasised that ensuring the safety of devotees is the highest priority. Officials were instructed to prevent large gatherings at any single point by managing the flow of devotees in smaller groups. Continuous surveillance through AI-powered CCTV cameras and drones will help monitor crowd density in real time, enabling immediate response to any build-up.

Security personnel must remain at their posts until properly relieved during shift changes to ensure uninterrupted control. Officials were also told to remain alert during the opening of temple doors, a time known for increased crowd pressure.

Infrastructure and Safety Measures to Prevent Stampedes

To avoid any risk of stampede or injury, pathways must be flat and obstacle-free, especially in areas where devotees walk barefoot. Stairs and elevated paths must be non-slippery and properly maintained. Separate walking lanes should be designated, and backup power systems must be ready in case of outages. Exposed or hanging electrical wires must be eliminated to prevent any accidents.

At entry points with metal detectors, crowd buildup must be strictly avoided. Special arrangements are required on Sundays and Mondays, when the number of visitors is expected to surge.

Direct Oversight and Timely Rectification

Top-level officers from emergency and infrastructure departments have been instructed to conduct on-site inspections. They are responsible for identifying and correcting any shortcomings without delay. Accountability has been fixed at every level to ensure full compliance with safety and service standards.

Cleanliness, Amenities, and Public Communication

With the onset of the rainy season, cleanliness and hygiene have been made a key focus. Arrangements for clean drinking water, toilet maintenance, and proper bedding in the tent city must be ensured. Disposable bed covers should be provided promptly as directed by the state government.

Information related to traffic, medical facilities, rest areas, and other services will be disseminated through hoardings at key locations. QR codes will also be installed for lodging complaints and submitting suggestions.

Additional Preparations Underway

In addition to crowd control, the review covered essential services such as Kanwaria Path readiness, road conditions, accommodation, traffic systems, fire safety, ambulance and medical services, and street lighting.

With just days remaining before the Mela begins, the state administration is working at full capacity to ensure that the event is safe, orderly, and spiritually meaningful for all pilgrims.
