Ranchi, July 25: For the first time in Jharkhand, a candidate from the Scheduled Tribe (ST) category has topped the state Civil Services Examination (CSE) conducted by the Jharkhand Public Service Commission (JPSC).
Additionally, out of 88 unreserved posts in the State Administrative Service, 34 have been secured by candidates from reserved categories who did not avail themselves of any reservation benefits during the exam.
According to the JPSC results, the top name on the list is Ashish Akshat, who has been selected for the Police Service. The second name is Abhay Kujur, chosen for the State Administrative Service.

While the merit numbers of successful candidates have not been disclosed, as per JPSC’s revised rules, Kujur can be considered the topper in the State Administrative Service since rankings are determined based on combined marks from the written exam and interview.

The JPSC Civil Services Examination 2023 was conducted for 243 vacancies across various services, including 207 posts in the State Administrative Service. Of these, 88 were unreserved, while the remaining 118 were for candidates from reserved categories.
As per the JPSC results, 34 of the 88 unreserved posts in the Administrative Service were secured by candidates from reserved categories: 5 from Scheduled Tribes (ST), 1 from Scheduled Castes (SC), 18 from Other Backward Classes (OBC), and 10 from Extremely Backward Classes (EBC).
Revised Rule for Reserved Candidates in Unreserved Seats
Earlier, the rule stated that if a reserved category candidate scored equal marks as an unreserved candidate, they would be selected for an unreserved seat. However, following controversies, the rule was amended.
Under the revised rule, a reserved category candidate can be appointed to an unreserved seat only if they did not claim any reservation benefits, such as fee relaxation or age limit concessions, and scored marks equivalent to unreserved candidates.
