Jharkhand: Daltonganj police publicise court proclamation against 4 murder suspects

Daltonganj, May 31: Daltonganj Town Police on Saturday publicised a court proclamation, popularly known as an “Ishtehar,” against four accused who are allegedly absconding in a kidnapping and murder case and have been evading arrest warrants.

The accused have been identified as Pradeep Tiwary alias Mahakaal, Rakesh Tiwary, Roshan Tiwary and Prashant Tiwary.

Realtor Vineet Tiwary Kidnapping and Murder Case

Police said the four are accused in the kidnapping and murder of realtor Vineet Tiwary, whose body was found abandoned near NH-39 at Jorkat on the morning of April 26.

More than a month after the incident, police have not been able to make a breakthrough in the case despite what officials described as a “frantic search” for the accused.

According to police, teams even travelled outside Jharkhand to trace and track the four suspects, but without success.

Public Anger and Demand for Justice

The Town Police faced criticism for its inability to prevent the kidnapping and subsequent murder of the realtor.

The case triggered public protests, including a street blockade and a candle march, with residents demanding justice for Vineet Tiwary’s family.

Proclamation Issued Under BNSS Section 84

Police said the publicisation of the proclamation under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) is another legal step aimed at compelling the accused to surrender and face the law.

Investigators believe the four accused are avoiding the use of Facebook, Instagram, Telegram, WhatsApp and other digital platforms to remain out of the police radar.

A police officer who previously served in Palamu said, “The first 8 hours soon after the kidnapping was most vital for the town police, but it appears the town police just faltered and wavered, the result of which is the 4 vanished into thin air.”

SP Kapil Chaudhary Confident of Arrests

Despite the delay in arrests, Superintendent of Police (SP) Kapil Chaudhary expressed confidence that the accused would soon be brought to justice.

He said the pressure exerted by the police had forced the accused into hiding.

“These 4 can’t get away. Their concealing or hiding will boomerang upon them. These 4 will repent to their heinous crime all life long,” the SP said.

He further added, “Police have with it clinching evidence against these 4. It’s good if these 4 present themselves to law without any delay as space and time for them are shrinking fast.”

Consequences of Failing to Appear Before the Law

Police said that with the proclamation process already underway, the four accused have 30 days to appear before the law.

Failure to do so within the stipulated period could lead to legal action, including:

  • Attachment of movable and immovable property
  • Declaration as proclaimed offenders
  • Trial in absentia
  • Framing of additional charges

The police maintained that efforts to locate and arrest the accused are continuing.
