Ranchi, May 27: Justice Aparesh Kumar Singh, the current Chief Justice of the Tripura High Court, has been recommended for appointment as the Chief Justice of the Telangana High Court by the Supreme Court Collegium. This move is another milestone in an illustrious judicial career that has seen significant contributions to the legal systems in Jharkhand and Tripura.

He will be succeeded in Tripura by Justice M.S. Ramachandra Rao from the Jharkhand High Court.

Justice Singh’s journey began with a solid foundation in law from the University of Delhi, followed by practice at the Patna High Court and, subsequently, the Jharkhand High Court after the state’s creation in 2000. Appointed as a judge in 2012 and confirmed as a permanent judge in 2014, he served with distinction for over a decade.

As the Executive Chairman of the Jharkhand State Legal Services Authority (JHALSA) from April 2021, Justice Singh led several impactful initiatives. One of his most humane and visionary contributions was the launch of the Shishu Project, aimed at identifying and supporting children orphaned by the COVID-19 pandemic. Under his leadership, JHALSA collaborated with child protection agencies to ensure these children received legal aid, education, and access to government welfare schemes. This project became a model of compassionate jurisprudence and responsive governance.

Reforms and Innovation in Tripura

Justice Singh was sworn in as the 8th Chief Justice of the Tripura High Court on April 17 2023. In a short span, he championed several reforms to enhance judicial efficiency and transparency. He took suo motu cognisance of delays in criminal cases involving MPs and MLAs, urging swift action and periodic reviews, thereby reinforcing the accountability of public representatives.

Additionally, he played a vital role in strengthening the National Law University in Tripura, advocating for better infrastructure, faculty development, and enhanced academic standards. His vision was to position the university as a hub for legal excellence in the Northeast.

Justice Singh’s jurisprudence was marked by clarity and conviction. In one of his notable judgments, he remarked, “Equity comes to the rescue of those who approach the court for their rights within time, and not to the rescue of those who slumber over their rights,” underlining his belief in timely justice.

From pioneering child welfare schemes in Jharkhand to academic revitalisation and judicial reforms in Tripura, Justice Singh’s career reflects a rare blend of legal acumen and social commitment. As he prepares to take charge in Telangana, the legacy he leaves behind continues to inspire.
