Panchayat-level driving licence camps, digital land records on Jharkhand CM’s agenda

Ranchi, June 1: Chief Minister Hemant Soren on Monday directed officials to accelerate the digitisation of land records across Jharkhand and launch systems that will allow citizens to access complete information about land parcels before purchasing them.

The directive came during a high-level review meeting of the Transport Department and the Department of Revenue, Registration and Land Reforms at the Jharkhand Secretariat, where the Chief Minister reviewed departmental performance, ongoing schemes and pending matters.

Land Records to Go Digital

Soren instructed officials to undertake comprehensive and phased digitisation of land records and integrate all critical land-related data into a single platform.

Once implemented, citizens will be able to verify whether a plot is under government acquisition, already acquired, or free from encumbrances before entering into a transaction.

The Chief Minister said the move would enhance transparency, reduce land disputes and make land-related services more citizen-friendly.

Simpler Khasmahal Lease Processes

The Chief Minister also directed officials to simplify and digitise procedures related to renewal, transfer and change of land use for Khasmahal leases.

He ordered a statewide survey and mapping of all leaseholders and instructed officials to re-verify lease documents to identify discrepancies and prevent irregularities.

According to officials, the proposed reforms aim to make lease-related services more transparent, time-bound and easier to track online.

Driving Licence Camps at Panchayat Level

Reviewing the Transport Department, Soren directed officials to organise driving licence camps at the Panchayat level to improve access to transport services in rural areas.

He also asked officials to prepare district-wise route charts and strengthen road connectivity under the Mukhyamantri Gram Gadi Yojana, aimed at improving transport facilities in remote regions.

Focus on Road Safety and Driver Training

The Chief Minister reviewed the progress of the Institute of Driver Training and Research (IDTR) being developed in Jamshedpur and directed officials to ensure its timely operationalisation.

He said the institute would help produce trained and professional drivers, contributing to safer roads and fewer accidents.

Soren also reviewed the Vehicle Inspection and Certification Centre under development in Dhanbad and directed that it be equipped with modern technology to ensure transparent and standardised vehicle fitness testing.

Faster Rollout of Guruji Emergency Service-1944

The Chief Minister reviewed the implementation of the Good Samaritan Scheme and the Hit and Run Compensation Scheme, directing officials to increase awareness so that more accident victims can benefit.

He also instructed officials to expedite the rollout of the proposed Guruji Emergency Service-1944, describing it as an important initiative for providing timely assistance during emergencies.

Vehicle Scrapping and Revenue Generation

Soren directed officials to develop a comprehensive framework for the disposal and scrapping of unserviceable government vehicles.

He called for category-wise classification of vehicles, assessment of departmental requirements and preparation of auction plans to generate revenue while clearing unused vehicles from government premises and police stations.

The meeting was attended by Transport and Revenue Minister Deepak Birua, Chief Secretary Avinash Kumar, Development Commissioner Ajay Kumar Singh, Revenue Secretary Rajiv Ranjan, and other senior officials.
