Ranchi, Dec 23: Rural Development, Rural Works and Panchayati Raj Minister Deepika Pandey Singh on Tuesday said that implementing the PESA Act in Jharkhand is a top priority of the state government. She said the government is working at a fast pace to ensure effective implementation of the Act.
The minister was speaking after inaugurating the two-day “Nachi Se Bachi” Tribal Self-Governance Festival at Audrey House, Ranchi. On the occasion, she also launched the Panchayat magazine and inaugurated the Panchayat portal.
Suggestions Submitted to Cabinet
Deepika Pandey Singh said that suggestions received from the public regarding the PESA Act have been considered, and the matter has been submitted to the state Cabinet. She emphasised that the government is committed to strengthening self-governance in tribal areas.

Gram Sabha to Be Empowered
The minister said the government aims to introduce a model PESA Act that will serve as an example for the entire country. “Good governance must be ensured by empowering the Gram Sabha. We are working to protect the community as a whole, not just individuals,” she said.
She added that people from all sections of society will have the right to express their views in the Gram Sabha. By implementing self-governance, the government will be able to fulfil the dreams of Dishom Guru Shibu Soren, she said.
Under the leadership of Chief Minister Hemant Soren, strengthening governance through the PESA Act is the government’s responsibility, and the goal will be achieved soon, she added.
Technical Sessions on PESA During Festival
Director of Panchayati Raj Smt. Rajeshwari B. said that the two-day festival will include several technical sessions, during which various aspects related to the PESA Act will be discussed.
Experts Stress Importance of Tribal Self-Governance
Earlier, Professor Ramchandra Oraon of National Law University, Ranchi, said that since most of Jharkhand’s tribal population lives in rural areas, the state must strengthen rural regions and frame laws in line with their traditional self-governance systems.
Gunjan Ikil Munda, researcher and son of Padma Shri Ramdayal Munda, said that traditions like the Manda festival represent the essence of self-governance. He said democracy begins with small community discussions, and governance is a continuous practice rather than something limited to written laws.
Senior writer Mahadev Toppo said there is a need to understand the philosophy behind tribal traditions and to protect natural resources. He also emphasised reflection on tribal language and culture.
Several senior officials and employees of the department, along with representatives from different districts of the state, were present at the event.
