Daltonganj, March 7: Acting Vice Chancellor of Nilamber Pitamber University, Dr Tapan Kumar Shandilya, has written a letter to the divisional commissioner Palamu seeking his direct intervention and initiative to start a model degree college at Kurka, which is within the Chainpur police station limits.
The forest department has objected to the proposed boundary wall, citing that its construction will not be permitted on the forest land.
The divisional commissioner has been urged to ensure the forest department lifts its embargo on constructing this college’s boundary wall.
NOC for constructing college boundary wall
The forest department has declined to give NOC for constructing this college’s boundary wall because the land on which the boundary wall is to be built is forest department land.
For want of the forest department’s NoC, this college, which was ready and completed more than two years ago, is languishing and remains a non-starter. There has been no admission and no teaching over the last two years.
The State Building Construction Corporation Ltd Ranchi has built the model degree college.
Legitimate reasons
The NPU Daltonganj has legitimate reasons not to take over this college, such as the lack of a boundary wall. On the other hand, the State Building Construction Corporation Ltd has thrown up its hands, and if sources are to be believed, this corporation has further alienated itself from the college.
University sources said the previous vice chancellor, Dr Ram Lakhan Singh, and his team didn’t care about this model degree college at Kurka. Their apathy is now taxing the university like nothing.

NPU in a tight position
The NPU is in a tight position. Unless the forest department lifts its embargo and issues NoC, the university can’t pressure the State Building Construction Corporation Ltd to construct the boundary wall.
It is reliably learnt that the corporation has almost taken all the estimated cost of this building, and so it is not interested in building its boundary wall.
Acting registrar Dr Mritunjay Kumar told this correspondent, “The acting VC NPU, Dr Tapan Kumar Shandilya, is very concerned about this issue of the Kurka-based model degree college.”
Dr Mritunjay Kumar said, “We have been sending letters to the higher officials seeking their immediate help resolving this issue. We believe higher officials will step in to resolve this crisis.”
Two academic sessions wasted
Acting VC NPU Dr Tapan Kumar Shandilya said, “Our two academic sessions here in this model degree college Kurka have gone wasted just because of the non-issuance of the NoC from the state forest department for the construction of the college boundary wall. We are determined to start our academic session this June.”
However, Shandaliya said, “Our start of the academic session depends on how fast the forest department gives us NoC and the state building construction corporation Ltd constructs the boundary wall. Both are interlinked.”
Regional chief Conservator of forests Palamu Kumar Ashutosh said, “This matter has not been brought to my notice. Let me see what the issue is.”
The Kurka model degree college has been given 10 acres, for which the university has the allotment letter and revenue receipt for these 10 acres of this college.
Administrative sources said one option is to bail this college out of the crisis.
The university should approach the district administration to provide compensatory land instead of the land coming into the boundary wall of this college to the forest department.
Compensatory land for land taken by the district administration for the boundary wall can overcome this issue.
Compensatory land
The administration may offer compensatory land, like GM land, to the forest department here, facilitating the construction of this college’s boundary wall.
The non-starting of this college has put poor tribal students of Ramgarh, Chainpur blocks in great trouble.
It’s a serious issue that should be discussed at a higher level, like a meeting between the secretary of the state forest department and the secretary of higher education, with backup from the district administration and divisional forest office in Medininagar.
