Dhanbad, Sept 24: Teachers from four universities in Jharkhand are expressing frustration over long-overdue evaluation remuneration. The universities affected include Kolhan University (KU) in Chaibasa, Vinoba Bhave University (VBU) in Hazaribagh, Binod Bihari Mahto Koylanchal University (BBMKU) in Dhanbad, and Sido Kanhu Murmu University (SKMU) in Dumka.
At Kolhan University, teachers have not received evaluation remuneration for the past three years. VBU teachers have been waiting for payments for two years, while BBMKU teachers are owed remuneration for the past 10 months.
Pending payments and administrative issues at KU
The KU Teachers Association (KUTA) has submitted a memorandum to the Vice-Chancellor, highlighting the overdue payments and other irregularities within the examination department.
Dr. SK Singh, KUTA President, and Dr. Indal Paswan, General Secretary, have criticized the large-scale irregularities, including the non-payment of center expenditures for three years and the chaotic management of answer book evaluations. Teachers are now responsible for transporting answer books at their own expense.
Significant irregularities in the evaluation and distribution of answer books have resulted in a chaotic situation. Currently, there is no established system for transferring answer books from the university to the college centers for evaluation. Previously, answer books were evaluated at a centralized location; however, teachers are now required to retrieve the answer books from the university and submit them at their own expense.
Dr Indal Paswann said KUTA has demanded the appointment of external examiners at the university level and their payment.

Issues at VBU Hazaribag
At Vinoba Bhave University, the VBU Teachers Association raised concerns about pending payments during a meeting with the Vice-Chancellor and Heads of Departments.
Examination Controller Sunil Kumar Dubey acknowledged that the bills were pending from before his tenure and cited staff shortages as the reason for the delay.
Dr. KK Gupta, President of VBU Teachers Association, criticized the examination department’s practice of preparing remuneration bills collectively. He recommended that bills be processed separately and called for additional staffing to address these issues.
“The department prepares remuneration bills for all teachers together. If the deficiency is found in the bill of any teacher, payment of all is held up. So, we asked to prepare separately and appoint staff as per requirement”, said Dr Gupta.

Challenges at BBMKU Dhanbad
In BBMKU, evaluation remuneration has been pending for 10 months. The BBMKU Teachers Association, along with teachers from the affiliated BSS Women’s College, recently met with the new Vice-Chancellor, Dr. Ram Kumar Singh, requesting immediate payment.
The BBMKU Teachers Association has also opposed the evaluation of answer books outside the university, arguing that such practices adversely affect teachers from affiliated colleges who receive lower salaries.
“Outside evaluation of answer books does not impact teachers of constituent colleges but it hit hard to affiliated colleges teachers who get less salary payment So, we protested and asked V-C to do it at the university as it is their life and bread”, said BBMKUTA general secretary Dr Amulya Suman Beck.
Dr. Beck also highlighted five advantages of conducting evaluations within the university when the Vice-Chancellor asked for an explanation on why this should be the practice.

Concerns at SKMU Dumka
The SKMU Teachers Association is demanding that evaluation remuneration be paid on the same day that evaluations are completed.
General Secretary Dr. Santosh Kumar Sil emphasized that delays in payment have created significant issues for teachers.
