Dhanbad, Nov 27: Jharkhand may be facing an acute crisis of doctors, but it is yet to form a policy to rehire retired professors forcing them to move out of the State.
Over dozen rtd professors migrate to out-of-state colleges
In the recent past, more than a dozen retired professors and principals of medical colleges, including Rajendra Institute of Medical Science (RIMS) Ranchi have migrated to out-of-state medical colleges.
Dr Shailendra Kumar, principal of Mednirai Medical College Hospital (MMCH) Palamu, has joined Durgapur Medical College (West Bengal) after retirement. Dr HK Singh (PSM), former superintendent of Shahid Nirmal Mahto Medical College Hospital (SNMMCH) Dhanbad, has joined Sasaram Medical College, Bihar after retirement. Dr Tulsi Mahto (paediatrics), former director of RIMS Ranchi, joined a medical college in Rourkela (Odisha).

Another senior professor of RIMS Dr Satish Chandra (Pharmacology) after retirement joined Phulo Janho Medical College Hospital Dumka. But soon he left the government institution and joined a private medical college in Palamu.
Dr PCL Das, senior faculty member (surgery) in SNMMCH Dhanbad has also joined Durgapur Medical College after retirement.
Earlier this year, Dr Arun Kumar (PSM) joined Muzaffarpur Medical College (Bihar) just after retirement from PJMCH Dumka as principal.
Dr Arun Kumar ( PSM), who had the credit of serving Mahatma Gandhi Memorial Medical College Hospital (MGMMCH) Jamshedpur, Patliputra Medical College Hospital Dhanbad (Now SNMMCH) as professor, superintendent and principal, besides PJMCH Dumka, was also the director of medical education of Jharkhand when he retired from service. However, he did not accept the contract of the state government.
Earlier, Dr SN Barolia (principal) and Dr SK Sinha (HoD) surgery of PMCH preferred Delhi and Uttar Pradesh medical colleges respectively rather than Jharkhand.
Jharkhand policy not congenial for senior teachers
Dr Shailendra Kumar, when asked about the reason for deserting Jharkhand, said he was interested in working in Jharkhand after retirement but the policy of the government is not congenial for senior teachers. “In Jharkhand, a retired HoD has to work under his erstwhile subordinates in the department but in a private medical college, HoD’s post is given. So, why would we join medical colleges of Jharkhand for facing humiliation,” said Dr Kumar.

Dr Shailedra Kumar (a renowned FMT lecturer in the East zone) said that in a private medical college, a teacher is given a choice of posting place but in Jharkhand, it is not guaranteed where the secretariat officers will send in which college of the state.
A working principal of a medical college said that due to harsh rules and regulations retired teachers prefer other states to their own medical college in Jharkhand. In Bihar, a contractual teacher has to work merely 7 hours (10 am to 5 pm) but in Jharkhand, a retired teacher has to make attendance three times a day-one for the state government (biometric), another for NMC and a third on the register for college.
“There is no hesitation in accepting that a caucus of principals and head clerks also functions in the institution which makes a mess for contractual teachers in Jharkhand,” said a principal on condition of anonymity.
