New Delhi, July 19: The Election Commission of India (ECI) announced that 94.68% of voters in Bihar have been covered under the Special Intensive Revision (SIR) of electoral rolls. Out of 78,969,844 total electors in the state, forms have been received from 90.12%.
The poll body said that the remaining voters fall under various categories: 4.67% were not found at their listed addresses, 2.3% are believed to have permanently shifted, 1.61% are probably deceased, 0.75% appear to be registered in multiple places, and 0.01% remain untraceable.

To ensure that no eligible voter is left out, the ECI will publish the draft electoral roll on August 1, 2025. Political parties and the general public will have a full month—from August 1 to August 31—to suggest corrections or additions to the draft list.
“In accordance with the SIR order (page 2, para 7) dated June 24, 2025, a full one month will be given to political parties and the public to point out the requirement of any correction or propose the inclusion of any left-out names,” the Commission stated.
To ensure accuracy, the ECI is also sharing lists of voters who are either not traceable, deceased, shifted, or duplicated with District Presidents of political parties and over 1.5 lakh Booth Level Agents (BLAs) appointed by them. These BLAs are tasked with verifying the status of such electors and must complete the process before July 25.

The Commission emphasized that each BLA may submit up to 50 certified forms per day, reaffirming the ECI’s objective of ensuring no eligible voter is excluded from the final roll.
The final electoral roll will be published on September 30, with free access to both digital and printed versions for recognised political parties.
