Ranchi, May 22: In a key decision, the Jharkhand Cabinet on Thursday approved the Jharkhand Manpower Procurement (Outsourcing) Manual 2025, mandating adherence to reservation rules in recruitment of outsourced personnel across government departments.

As per the new policy, outsourced staff will now be hired on a minimum five-year contract, with a possible extension of three years.

The policy also guarantees an annual salary increment of 3% for outsourced workers. Service providers will be required to pay minimum wages, and reservation norms will be strictly followed in hiring.
Additionally, all outsourced personnel will be covered under a group accidental insurance policy worth up to ₹4 lakh. A grievance cell will be set up at JAP-IT to address worker concerns. The cabinet gave its nod to a total of ten proposals during the meeting.

Free Books and Notebooks for Students of Minority and Sanskrit Schools
The cabinet approved a proposal to provide free textbooks and notebooks to all students of classes 9 and 10 studying in non-government aided minority, Madarsa, and Sanskrit schools in the state. An estimated ₹4.84 crore will be spent to benefit around 41,755 students under this scheme.

Formation of Water Conservation Commission
The state government also decided to constitute a Water Conservation Commission with the aim of enhancing integrated development across river basins. The commission will focus on water availability, usage, and efficient management in the state.
The commission will function for two years, with the Development Commissioner as Chairperson and departmental secretaries as Member Secretaries.

Science and Competitive Magazines for Govt School Students
Approval was granted for printing and distributing science magazines for students from classes 9 to 12 and competitive magazines for classes 11 and 12 across government schools.
The science magazines will be distributed in 2,723 schools, while competitive magazines will reach 996 schools.
An annual expenditure of ₹14 crore has been earmarked for this initiative.

Other Key Cabinet Decisions
- The cabinet approved the cadre transfer of Rajeev Ranjan Chaubey and Afzal Hasnain Haqqi, both lower division clerks from the district supply officer’s office in Ranchi and Bundu respectively, to the Jharkhand Secretariat Clerical Services, adjusting their positions as Junior Secretariat Assistants.
- Approval was given for the direct appointment of Vikesh to the post of District Judge in the Jharkhand Superior Judicial Services, based on Rule 4(a) of the 2001 recruitment rules and recommendations of the Jharkhand High Court.
- In connection with a case of embezzlement of funds in the construction of a Community Health Centre building in Itkhori, Chatra district, the Cabinet approved the reallocation of ₹22.07 lakh, which is to be recovered by the Chatra Deputy Commissioner and deposited back in the treasury.
- The Cabinet approved the tabling of the Comptroller and Auditor General (CAG) report on Integrated Financial Management System for Jharkhand (Report No. 1, 2025) in the upcoming session of the Jharkhand Legislative Assembly.
- Approval was also given to regularize the services of Ram Vilas Singh, a retired employee, in accordance with High Court case WPS No. 3329/2022. The decision includes providing him the benefits of ACP/MACP.
- The Cabinet also cleared the tabling of the State Finance Audit Report for the financial year ending March 31, 2024, by the CAG of India, in the upcoming session of the Jharkhand Assembly.
