Ranchi, May 6: In a fiery address at the Samvidhan Bachao (Save the Constitution) rally in Ranchi, Congress President Mallikarjun Kharge launched a scathing attack on the Modi government, accusing it of ignoring prior intelligence before a deadly terrorist strike in Jammu and Kashmir.

Speaking to a large crowd at the old assembly ground, Kharge alleged that Prime Minister Narendra Modi received an intelligence alert days before the April 22 attack that killed 26 civilians, yet failed to act decisively to prevent the tragedy.

Intelligence Failure or Deliberate Negligence?
Kharge questioned the Centre’s preparedness, claiming, “If the government had prior knowledge, why weren’t adequate security measures deployed? Why were the intelligence, police, and border forces not alerted?”

He alleged that the PM received a report three days before the attack and quietly cancelled a planned visit to Kashmir—yet no warning was issued to local forces or the public. “If the PM could change his plans, why were tourists left exposed?” Kharge asked.

Congress Vows to Stand United Against Terrorism
Despite his strong criticism, Kharge pledged full support to the government in fighting terrorism. “When it comes to national security, there is no room for politics. Congress stands united with the nation. If action is taken against Pakistan, we will back it wholeheartedly,” he said.
Reminding the audience of Congress’s legacy, he added, “Indira Gandhi, Rajiv Gandhi, and Mahatma Gandhi sacrificed their lives for the country. We are their disciples.”
“Congress Won, Modi Ji Lost”: Kharge on Caste Census
Kharge also hailed the growing support for caste-based census, a long-standing Congress demand. “Rahul Gandhi’s call for caste census was dismissed as divisive by the BJP, but now the public has spoken—Congress has won, Modi ji has lost,” he said, clarifying that his remarks were not intended as a personal attack but a reflection of the people’s verdict.
“Slogans Can’t Feed the Youth”
Taking a jab at Home Minister Amit Shah, Kharge said, “They talk of 2 crore jobs and ₹15,000 in every account, but these are just slogans. We fight for real work—with heart and purpose.”
He warned that without a strong party, the nation risks losing governance. “No party, no ministers, no Chief Minister, no government,” he said, urging Congress workers to strengthen the organisation for economic and educational justice.

Three Key Demands to PM Modi
Kharge revealed he has written to PM Modi outlining three demands:
- A nationwide consensus on conducting a caste census.
- Reservation for the poor, tribal, and OBC communities under Article 15(5).
- Removal of the 50% cap on reservations.
He criticised the Centre for ignoring Jharkhand’s proposal on reservation, despite the Supreme Court recognising the need for laws to uplift the poor.
“30 Lakh Vacancies, Two Years of Unpaid Salaries”
Highlighting the jobs crisis, Kharge accused the Modi government of neglecting public sector employment. “HEC is being shut down, Ranchi workers haven’t been paid for two years. There are 30 lakh vacancies, but the government wants to starve the people,” he claimed.
“You Jailed a Tribal CM and Laughed”
In a sharp critique of the BJP’s treatment of opposition leaders, Kharge said, “They jailed Jharkhand’s tribal Chief Minister and laughed about it. This won’t be tolerated. The poor and tribal people will not be intimidated.”
He concluded with a call to action: “Raise your voice, or no one will listen. This country belongs to the people—not just those in power.”
