The food court or food plaza will serve two purposes. One it will cater to the taste of buds. It includes Tandoori food, south Indian dishes, Chinese dishes and burgers, pizza, momos, mocktails etc.

The other is recreation or relaxation. Thus, it’s a delicacy of taste buds and a sharp brain, enjoying a variety of food in peace of mind, flowing nearby will be the rain-fed river Koyel which in the peak of the summer doubles up as a cricket ground on sand reminding cricket players of the West Indies cricketers who have their invariable training for cricket on sand there in their country and in the rainy season this Koyel goes into turbulence.

The idea behind this fleet of four food stalls is to beat the drudgery and monotony of life offering a joyful evening of course one has enough money with to spend on a range of dishes.

Revenue generation and competitive bidding

As all four stalls are of food, disposal of the leftovers, throwable dishes, cups and plates etc will have to be intelligently handled as any laxity will mean the bed of the river Koyel to be a depository to the leftovers.

These four food stalls will be a source of perennial revenue. The MMC aims at generating more and more revenue for itself.

It has devised a unique financial plan. It is quite competitive. The MMC has fixed a minimum annual rate for all four food stalls pegging it combined at 1,68,000 rupees.

One has to go up from this baseline. The more one goes high in terms of the rate, the more is the chance of bagging all four in one go.

The MMC has made a provision for a 5 per cent annual increase in the minimum annual rate of the food kiosks.

Further to avoid any crowd of people running these four food stalls the MMC has conditioned to allot these four shops to just one successful bidder whose rate will be the highest among the lot.

Operational guidelines and legal framework

City Commissioner Md Jawed Hussain said, “It’s not only the generation of revenue for the MMC. We are to provide recreation too to the visitors at these four food kiosks.”

Revenues and recreation will be the main plank, Jawed (known by his first name) said.

City manager Samita Bhagat said the form for competitive pricing for procuring each of the four food stalls is available for 1,000 rupees each. Thus the combined price of form for the four food stalls is 4,000 rupees, said Samita Bhagat. It’s non-refundable, she asserted.

Each of the four food stalls when allotted to the allottee will not confer upon the allottee any right to title of the possession of the stalls as the land and the shop will be the sole property of the MMC.

Further, any legal issue arising out of it will be disposed of at the civil court Daltonganj.

No allottee will be in any authority or will have right to transfer the allotted shops. However, there is no word about follow-up action in the event of unearthing or detection of surreptitious underhand transfer of these four or any of these four shops by the allottee.

The security money for all the four shops is a combined 58,800 rupees.
