Dhanbad, July 13: The Jharkhand State Non-Gazetted Employees’ Federation (JSNGEF) on Saturday shot off a memorandum to Chief Minister Hemant Soren urging him to implement a long pending 11-point charter of demands submitted to him 8 months ago.

Ashok Kumar Singh ‘Nayan’, the president of the JSNGEF, the frontal organization of 1.70 lakh government employees, in his memorandum, said that the employees’ body had on December 4, 2023, submitted 11 points of demand to the government after the demonstration.

Federation wants to talk with govt

“The federation had also requested to implement the demands related to all categories of government employees who play a major role in the development of the state. The Federation had also urged that if the government has an objection to any demand, it should call and discuss it with employee leaders. But unfortunately, in 8 months the government has neither implemented any demand nor called for talk over it which has created massive resentment among employees,” said Ashok Singh ‘Nayan’.

Main demands

The main demands of the JSNGEF are a minimum pay grade of Rs 2400 for all 3rd-grade employees of the government and promotion of 4th-grade employees on 50% vacant posts of 3rd-grade posts.

The other demands included the formation of a service manual for Sahiyas, BTT, STT, Paramedical, NHM, ANM, and GNM working under the health department, regularization of their job and enhancement in honorarium. The Federation has also demanded 15% honorarium enhancement for all NHM employees should be increased in the wake of the 7th pay commission recommendation.

Enhancement of the retirement age

It has also demanded an enhancement of the retirement age of all staff to 65 years from 60 years and payment of dearness allowance from June 2020 to 2021; implementation of Old Pension Scheme (OPS) for employees of Rajendra Institute of Medical Science (RIMS) Ranchi and providing facilities at par with Delhi employees and immediate check on arbitrary outsourcing companies in the state and recognition of their employees as contractual employees.

The Federation has also demanded a ban on the transfer of Federation office bearers as per government rules.
