Daltonganj, April 12: Nilamber Pitamber University has made significant strides toward promoting women’s empowerment by appointing women as officers to several key positions including Convener of the College Development Council (CCDC), Public Relations Officer, and positions within the examination department, during a major administrative reshuffle late Friday evening.

Vital Roles Entrusted to Women
For the first time since the university’s establishment in 2009, a woman officer will oversee media communications, with Dr. Vinita Dikshit appointed as the Public Relations Officer.
In the examination department, Dr. Karunanidhi Tirkey has been added to the team to assist with pending examinations, joining in-charge Controller of Examinations Dr. Ravi Shankar, who has also received additional support with the appointments of Dr. Sanjay Bara and Dr. Anil Kumar Minz.

An OSD (Officer on Special Duty) for examinations, Dr. Gaurav Srivastav, has also been designated — a new role created to address the department’s significant backlog.
The post of Convener of the College Development Council (CCDC), which plays a crucial role in improving infrastructure across the university and its constituent colleges, has also been entrusted to a woman officer.
Meanwhile, the post of Dean, Students’ Welfare continues to be held by senior faculty member Dr. Ambalika Prasad.

Fresh Energy Sought to Restore University’s Functioning
The reshuffling is being viewed as an effort to revamp the university’s administrative functioning, following recent controversies, including concerns raised over the takeover of the university’s academic building earlier this year.
Naturally, the rejig is under the direct order of the VC Dr Dinesh Kumar Singh, its timing and replacement of the officers gain significance.
The replacement of the officers is to bring in newer faces to put in their energy in the deliverance of the university which has slowed down and retarded.
Sources said it would be most unfair to expect groundbreaking performance or deliverance of the newer team as it is to first acquaint itself with the issues and then prepare a road map for the university.
Leadership Vacancies and VC’s Vision for Revival
The VC Dr Dinesh Kumar Singh has his conviction in long-term measures instead of short-term gains.
Sources said the rejig is aimed at accelerating the process of the works of the university which had stagnated considerably following the two top posts VC and pro-VC lying vacant for long.
The post of the pro-VC continues to be vacant since mid of 2023 while the post of the VC saw adhoc appointees again since 2023 till this March 3 when Dr Dinesh Kumar Singh assumed the office as a regular VC of this university.
In one of the conversations with the Jharkhand Story correspondent VC Dr Singh had said, “It never pays if one makes a parade of insufficiencies or deficiencies all the time. I strongly believe in tapping every resource for the all-round development of the university, its students, its teachers and non-teaching staff.”

Proactive Approach Expected from New Team
Is the replacement any punishment for any officer affected by it or has any officer been cut to size? University sources said the replacement was overdue. The replacement has been done with the sole intentions of putting the university back to its track which since 2023 mid year was in terrible mess.
The new team will have to be pro active from day one it takes over the charge.
VC Dr Singh further said, “More shufflings are on the cards. The tables of the Babus will be changed. No one can hold a table for years and years.”
Asked if the VC has just trimmed the officers and the Babus or if it’s a ‘clean shave’ (mundan samaroh) the VC said, “It’s a mundan. The shaving off is to further fine-tune in the administration.”
Key Changes Across Departments
The university needs immediate correctional measures. The recent rejig saw a change of guard at the J S College where Dr A K Vaid was notified as Professor-in-Charge of the college in place of Dr S Pandey whose tenure as Professor-in-Charge here in the J S College was highly challenging.
The post of the Proctor which is very tedious legal and administrative has gone to Dr Gajender Singh who will have his brush with agitations and stirs of the students’ bodies quite frequently.
The shuffling of the officers was done in strict confidentiality, information about which was kept a hard secret from the media on Friday evening. The media did have with it only a trickle of the information till late Friday night.
