Daltonganj, February 19: The Nilamber Pitamber University here is vexed with the outsourcing agency NCCF. This agency handles pre-exam, exam, and post-exam works here.
However, the agency remains in the news for all the wrong reasons. If there are four agitations or demonstrations on average a month of the students against the NPU here, this agency is invariably the prime cause of agitation or demonstration.
Student bodies seek NCCF’s ouster
Various student bodies have a unanimity to demand the immediate ouster of this agency from this university. Student bodies have varied demands, but all unite when it comes to the ouster of this agency.
For the alleged fudging done in the course mapping, generic paper exams had to be cancelled by the university. This agency was made accountable.

Flaws are found in admit cards and exam schedules. Again, this agency is accountable. There are allegations of mark fudging, but the Jharkhand Story does not confirm it.
NCCF embarrasses NPU
NPU Controller of exams, Dr M K Deepak, said, “We have been asking this agency to improve and deliver, but it limps and trips only. It has put this university in many an embarrassing situation.”
NPU Acting VC Dr Tapan Kumar Shandilya was contacted on the phone by the Jharkhand Story to know, “What is the compulsion of having this agency to work here and create a mess of all magnitude? Why is this university so soft-pedalling towards it?
What does the Acting VC say?
Dr Shandilya was very frank when he said, “There is no compulsion or soft pedalling to it by the university. It is rapped. It is chastised for its follies.”
“Let me tell you I have already written to the Raj Bhavan secretariat to accord me permission to float a tender for the agency to handle pre-exam, exam, and post-exam works here,” added Dr Shandilya.

He said, “Once permission to float the tender comes to us, we will move two steps forward. The university sincerely wants to streamline its exam department.”
Controller of exams, Dr M K Deepak, said, “This agency was roped in through a tender for three academic sessions: 2019 -20, 2020- 21 and 2021 -22. Its terms ended in June 2022.”
First extension till June 2023
Following a decision made by the exam board, this agency was given a one-year extension from June 2022 to June 2023.
Second extension till December 2023
It, too, expired, and again, this agency was given an extension of six months till December 2023. It, too, got over, said the controller.
Third extension till June 2024
Again, this agency has an extension till June 2024 after getting six months more extension following its expiry in December 2023.
On being asked if such a repeated extension to this agency is equivalent to favouring it or reaching its financial benefits by giving it term longevity, Acting VC Dr Shandilya said, “When exams are on, a change of agency that has been handling exams, could have proved disastrous for any university since there could have been a total upside down of the vital data etc.”
“Now, it’s time to ensure that efficient agency comes in through e-tender once it is floated after the due permission from the Raj Bhavan,” reiterated the acting VC.
Students demand a thorough probe into the functioning of the then VC NPU during the session 2019 – 20, when this agency first took up all exam-related work.
ACB probe needed
Some said they want the state government to ask the ACB to conduct an inquiry into the functioning of the then VC of the particular session in the context of this agency.
